[44] להגביר את המהומה ולהוסיף צרות על צרות, והוא שגרם במדת יכולתו לכך, שעוד מעט וכל ארץ הישוב מלאה מלחמות אזרחים, הן ברור היה הדבר, כי השמועה על חלול בתי הכנסיות אשר תצא מאלכסנדריה, תעבור מיד למחוזות מצרים, וממצרים תעוף עד לארצות המזרח ולעמי הקדם, ומלשון היבשה וממאריה, שהן תחומי לוב, תעבור לארצות מבוא השמש ולעמי המערב.

[46] הלא ארץ אחת לא תכיל את כל היהודים, מפני מספרם הרב, ולכן יתורו להם מחיה ברוב הערים העשירות אשר באירופה ואסיה, באיי הים וביבשה. לעיר מחצבתם המה חושבים את העיר הקדושה בה עומד על תילו בית־המקדש לאל עליון³⁸, ואת הארצות בהם התישבו אבותיהם ואבות אבותיהם מדורי דורות המה מחבבים כמולדתם שהרי בהן נולדו וגדלו. לערים אחדות³⁹ באו סמוך להוסדן (להשתקע בהן) בתור מושבה, וגם מצאו חן בעיני מיסדיהן.³⁷

³⁷ פילון הוא הראשון שהשתדל לפתור את השאלה של מולדת היהודים בארצות פזוריהם. השאלה היא, אם אפשר ליהודי להיות אזרח טוב המתמכר למולדתו באשר היא שם בלא להתכחש למולדתו ההיסטורית העתיקה. פילון פותר את השאלה ההיא בהתאם ליחסי זמנו. כי אם למשל באה איזו עיר גדולה, כאתונה וקורינתוס, ויסדה משובה באחד האיים הרחוקים, היו המתיישבים רואים בעיר מוצאם את המטרופולין שלהם והשתתפו בחגיגותיה על ידי צירים. בדרכים שונים השתדלו לשמור על הקשר עם המטרופּולין. מקום התישבותם החדש נחשב בעיניהם למולדתם. כיוצא בזה הוא, לפי פילון, יחסם של היהודים לא"י מצד אחד ולמדינת מגוריהם מצד שני. ציון היא המטרופולין הקדושה, ואלכסנדריה, למשל, היא מולדתם החדשה. השוה את מאמרי "החנוך היהודי במצרים בתקופה ההלניסטית" ב"דבר המורה" תרצ"א גליון ג'–ד' עמ' 31 וכו'.

[46] and therefore they settle in very many of the most prosperous countries in Europe and Asia both in the islands and on the mainland, and while they hold the Holy City where stands the sacred Temple of the most high God to be their mother city, yet those which are theirs by inheritance from their fathers, grandfathers, and ancestors even farther back, are in each case accounted by them to be their fatherland in which they were born and reared, while to some of them they have come at the time of their foundation as immigrants to the satisfaction of the founders.

[48] והם (היהודים) לא יכלו לשום מחסום לפיהם, אם כי מטבעם הריהם רודפי שלום. ראשית, מפני שכל האנשים נלחמים ביתר עוז על חוקיהם הנמצאים בסכנה, מאשר על נפשותיהם. שנית, היו הם דוקא היחידים תחת השמש אשר יחד עם מקדשיהם נשללה מהם גם היכולת להתפלל לשלום אנשי חסדם. ורע הדבר בעיניהם מכמה וכמה מיתות, כי אין להם מקומות קדושים (אחרים) לערוך שם תפלות תודה.

[49] ויכולים היו לטעון כלפי משנאיהם: "טעות גדולה טעיתם, כי במעשיכם אינכם מרבים כבוד לאדוניכם, אלא מפחיתים את כבודם, ואינכם יודעים, שבתי הכנסיות פועלים בעליל על היהודים הגרים בכל ארצות הישוב לשמור אמונים לבית אבגוסטוס. ואם יקחו מאתנו את בתי הכנסיות, איזהו המקום ואיזהו הדרך לפנינו למתן כבוד?⁴⁰

[50] כי אם מזלזלים אנו בכבודם [של אנשי חסדנו] אף על פי שמצווים אנו עליו בחוקינו הרי ראויים אנו לעונש החמור ביותר, על שאין אנו מכירים להם תודה רבה כיאות; אבל אם אסור הדבר לפי החוקים אשר ישרו גם בעיני אבגוסטוס ועליהם אנו סומכים, איננו יכולים למצוא בזה כל פשע, לא קטן ולא גדול; זולתי, אם לעון יחשב לנו הדבר שאין אנחנו חפצים לעבור עברה במזיד, ואין אנו מקיימים את הגזירות המבטלות את חוקינו. עברות כאלה מביאות תמיד לבסוף עונש לעושיהן, אף אם גרמו להן אנשים זרים".

[50] If we neglect to pay it when our institutions permit we should deserve the utmost penalty for not tendering our requital with all due fullness. But if we fall short because it is forbidden by our own laws, which Augustus also was well pleased to confirm, I do not see what offence, either small or great, can be laid to our charge. The only thing for which we might be blamed would be that we transgressed, though involuntarily, by not defending ourselves against the defections from our customs, which even if originally due to others often ultimately affect those who are responsible for them.”

[51] אכן, פלאקוס שתק במקום שהדבור נאה, ודבר במקום שהשתיקה יפה, ובזה הסב לנו רעות רבות. והאנשים אשר מצאו חן בעיניו, מה היתה כונתם? שמא לכבד (את הקיסר)? כלום מצער הוא מספר המקדשים בעיר להקים בהם את הפסילים כחפצם? הלא רוב חלקי העיר, ובתוכם הנכבדים ביותר, מכילים מקומות קדושים!⁴¹

[51] It was by saying what he should leave unsaid and leaving unsaid what he should say that Flaccus treated us in this iniquitous way. But what were the motives of those whose favour he was seeking? Was it that they really wished to honour the Emperor! Was there then any lack of temples in the city, so many parts of which are consecrated and give all that is needed for the installation of anything they wished?

[52] הוא אשר אמרנו, כי אוהבי הקטטות חבלו בערמתם תחבולה להתעלל בנו, בדרך שהתוקפים לא יֵראו כעושי עול והנתקפים יהיו צפויים לסכנה אם יעמדו על נפשם. אין זה מוסיף כבוד (לקיסר), אנשים נכבדים! לבטל חוקים, להפר מנהגי אבות, להתנפל על תושבים בני עיר אחת ולתת דוגמה לבני ערים אחרות להשבית את שלום יושביהן.

[52] No, what we have described is an act of aggression by bitterly hostile and crafty plotters in which the authors of the outrages would not appear to be acting unjustly and the sufferers could not oppose them with safety. For surely, my good sirs, there is no honour given by overthrowing the laws, disturbing ancestral customs, outraging fellow-citizens and teaching the inhabitants of other cities to disregard the claims of fellow feeling.
