רציתי לדעת מה כחו של הרב המקומי לעשות במקרה שבבית הכנסת הציבורי ישנם אנשים המפריעים בשיחה בטלה בשעות התפלה, החזרה וקריאת ספר־תורה.

נודע לי שבשנה שעברה בל"ג לעומר, ישנם אנשים שארגנו חגיגה במושב שלנו "איתן" לכבוד רשב"י והוציאו הס"ת שבהיכל והסתובבו בהם בחוצות. כפי שנודע לי שישנם אנשים שערערו אז על זה וגם שאלו לאחד הרבנים הגדולים והורה להם לאסור, ובכל זאת לא שמעו לקולו ועשו מה שלבם חפץ. גם בשנה זאת שאלו לי, ואמרתי להם שזה אסור, כמו שנראה מדברי הפתחי תשובה ס' רפ"ב סק"א, דדוקא לכבוד מלכים. ויותר מן הכל, שלפי מה ששמעתי וגם דעתי נוטה שכן האמת, שהעושים את זה אין להם רעדה במקום גילה, ולא יבצר שיהיה זלזול בכבוד הס"ת, וכ"ש בהיותם שיכורים, ויש לחוש בר מינן אפי' מנפילת ס"ת. ולהיות שהם טוענים שבמירון מוציאים, ואם כי יש לחלק, אני מתיירא אולי ימאנו לשמוע. על כן, אם דעת מרן שליט"א ג"כ לאסור יואיל לכתוב לי שורותים בזה.
