הנני בזה להביא לידיעת כת"ר את הידיעה שקבלתי מפי מקור מוסמך, וזה עולה חדש שהגיע ארצה לפני שלשה שבועות דרך וינה, ושמה פגש במחנה העולים של הסוכנות משפחות מעורבות מרוסיא השוהים שמה זמן ממושך מהמקובל. ולשאלתו למה הם מחכים, השיבו כי הם מחכים שהסוכנות תעביר אותם לפריז על מנת לגיירם שמה. והוא שאל אותם: וכי אין רבנים בישראל? ענו שהסוכנות אמרה להם כי בארץ זה לוקח חדשים ובפריז יש להם רב שמסדר את זאת במשך יום יומים. והסוכנות כמובן דאגה להם לכל ההוצאות הכרוכות בזה. איני מוצא צורך להוסיף לידיעה שום דבר, כי הדברים מדברים בעד עצמם.

קבלתי את מכתב כת"ר מיום ב' בחודש זה והתקשרתי עם מר ש.ז. שרגאי והודעתי לו שבתי הדין בארץ יתחשבו במצבם של העולים מרוסיה הנשואים נישואי תערובת, ויחישו את גיור הצריכים גיור אחר קבלת עול מצוות, ושלא יעכבום בוינה ע"מ לשלחם לצרפת. לפי דבריו לא ידע על זה והבטיח לברר את הענין ויעשה כמדובר.

עולים מעבר למסך יגוירו בישראל ולא בארצות מעבר. תוציאו חוזר לכל בתי הדין הרבניים בישראל לבצע את הגיור ללא דחיות, מפני שהעולים הנ"ל נחשבים כאנוסים, בגלל התנאים המיוחדים שבארצות מוצאם.

אם תוגש בקשה מעולים מארצות מסך הברזל להחשת הגיור יש להעתר לבקשה לקצר את הזמן הדרוש להכנה נפשית של המתגייר ולימוד המצוות כפי ראות עיני בית הדין.
