It is the way of the Scripture to mention the law first and afterwards the reason:

כמו שבכל דיני קדשים יאמר תמיד את הטעם לבסוף: **עולה היא, מנחה היא, חטאת היא, ק"ק היא**.

As with all of the laws of sacrifices, it always says the reason at the end: **עולה היא, מנחה היא, חטאת היא, ק"ק היא.**

וכן בדיני הצרעת יזכיר תמיד את הדין תחילה ואחר כך את הטעם: **וטהרו הכהן מספחת היא, וטמאו הכהן נגע צרעת היא**.

And moreover with the laws of leprosy, it always mentions the law first and afterwards the reason: **וטהרו הכהן מספחת היא, וטמאו הכהן נגע צרעת היא** (then the priest shall pronounce him clean: it is a scab…then the priest shall pronounce him unclean: it is the plague of leprosy)⁴⁶⁵.

ובמקום שיצא מן הכלל והקדים את הטעם אל הדין דרשוהו חז"ל. ולרוב פירשו שאינו טעם רק תנאי. כמו שתראה דרושים על שנוים כאלה. (**צו** ס' עט. **תזריע** ס' נג, וסימן קמ, וסימן קמז, וסימן קסב. **אחרי** ס' יג. **אמור** ס' נה)

And in a place where there is an exception to the rule and the reason precedes the law, the sages of blessed memory will give a homiletical interpretation. Usually they will explain that it is not a reason, only a condition.
