במקום שבאו **דיבור ואמירה** שלא אל הזולת תהיה האמירה בלב ולא כן הדיבור. רק בשמפרש "ודברתי אני עם לבי" (ויקרא סימן ג)

In a place where **דיבור** and **אמירה** (speech) come but it is not to another entity, it will be האמירה בלב (speaking with the heart), but not so with דיבור - it will only be so when it is explicit like ודברתי אני עם לבי (and I spoke with my heart).
