ויש הבדל בין מלת "**על**" (שטעמו כטעם מלבד) ובין מלת "**מלבד**". שהשם הנרמז במלת "על" הוא לרוב עיקר בכוונת המאמר; שמלת "על" מציין שהראשון הוא הקודם או העיקר ועליו יסמך השני (ויקרא ס' קעב, וסימן קעג. צו ס' קד. מצורע ס' עא. אמור ס' קפז)

And there is a difference between the word **על** (when its context indicates that it means *apart from*) and **מלבד** (apart from): The noun that is after the wordעל is usually the first or the primary, while the noun after the word מלבד is secondary.
