**“In the third year of the reign of Belshazzar,”** — the Abarbanel explains that this second vision came to complete the first vision. For in the first vision, Daniel understood the first and the fourth beasts: the first was Babylon, which ruled at that time, and the fourth was explained to him by the angel. But the second and third beasts were not explained—he did not know which kingdoms they represented. Secondly, he saw the destruction of the first and fourth beasts, but he did not see the downfall of the second and third (the bear and the leopard). Thirdly, he did not know what these two kingdoms would do to Israel—whether for good or for evil. For the first beast he already knew was the initial destroyer, and regarding the fourth it was explained that “it would wear out the holy ones of the Most High,” but the actions of the middle kingdoms toward Israel remained unclear. He also did not understand the end described as “a time, times, and half a time”—whether this referred to years, sabbatical cycles, jubilees, or some other reckoning. Therefore, the second vision came to explain the first, as it says: **“a vision appeared to me, I Daniel, after the one that appeared to me at first,”** — meaning that it serves as an explanation and clarification of the first vision. In this vision it was clearly explained that the second and third kingdoms are Persia and Greece, and that their destruction would only come through the kingdom that follows them. It also clarified that they would not harm Israel: the kings of Media and Persia benefited Israel, as is well known, and Alexander honored Simon the Just and did not harm Jerusalem—until the rise of a small horn (Antiochus the wicked), who alone caused harm to Israel. Therefore, in this vision these two kingdoms are depicted as domesticated, pure animals—a ram and a he-goat—because in terms of their conduct toward Israel, they did not destroy or corrupt. But in the first vision they were described in relation to their dealings with other nations—as a bear and a leopard, fierce and destructive. And it says **“appeared to me, Daniel,”** — because the first vision, which described the four kingdoms in general, was also seen earlier by Nebuchadnezzar, and even Ezekiel saw them in the vision of the chariot; but the specific details revealed in this second vision were unique to Daniel alone.

**“And I saw in the vision,”** — it again mentions here: **“and I saw in the vision,” “and it came to pass when I saw,” “and I saw in the vision and I was…,” “and I lifted my eyes and saw,”** — its intent is that he saw several things that were future and did not yet exist at the time of the vision: **“I saw in the vision, and I was in Shushan the capital, which is in the province of Elam,”** — at that time, in the third year of Belshazzar, Shushan was not yet a capital city; this only came later with the rise of Persia. Yet Daniel saw in the vision that he was standing there, and that it was already the capital of Elam. He also saw in the vision that he was standing by the **Ulai canal,** a river called Ulai. It appears that the kings of Persia later dug a canal of flowing water in that region, just as the kings of Babylon did in Babylon; it was called “Ulai” (from “streams of water”). This too came into existence only after the rise of Persia, yet Daniel saw it in the vision before it existed. And beyond these, the vision itself describes future events that had not yet occurred.

**“And I lifted my eyes and saw,”** — and behold, a ram, which represents the kingdom of Media and Persia. **“And it had horns,”** — for it consisted of two kingdoms joined together. **“And the horns were high,”** — each of them was great and exalted in its stature. **“But one was higher than the other,”** — for Cyrus was mightier and more a man of war than Darius. **“And the higher one came up last,”** — because Darius the Mede received the kingdom first and reigned for one year and died, and afterward the entire kingdom fell into the hands of Cyrus his son-in-law, and from then on the kingdom remained in the hands of Persia.

**“And I was considering,”** — that is, reflecting whether its success would endure, **“and behold, a he-goat,”** — this is the kingdom of Greece, and it is called a he-goat, a small animal, as if insignificant compared to the mighty ram. **“Came from the west,”** — for Greece lies to the west of Persia, and it spread across the whole earth, entering the land of Darius and all his territory. **“And did not touch the ground,”** — it did not pause anywhere, but moved with complete speed toward its goal, until it reached the place where the king was encamped. **“And the he-goat had a conspicuous horn between its eyes,”** — this is Alexander the Great, who was exceedingly mighty; and the horn was between its eyes, for the eyes represent understanding and intellect, indicating that all his actions were guided by wisdom and intelligence.

**“And I saw him reaching the ram,”** — for he fought with Darius himself face to face, **“and he became embittered toward him,”** — he made himself bitter against him, for Darius sought peace and wished to give him silver and gold, concubines, and even his daughter as a wife, but he refused to make peace with him. **“And he struck the ram and broke its two horns,”** — he subdued Media and Persia, **“and he trampled it,”** — for Darius died at that time, and there was no one to save him, since all the kings who aided him were unable to deliver him.

**“And from one of them came forth a small horn,”** — this is Antiochus Epiphanes the wicked. For Seleucus the First, whom Alexander appointed over the north (Assyria and Babylon), begot Antiochus the Great; after him reigned his son Seleucus Philopator, who had two sons, the younger named Antiochus. While his older brother was at war with the king of Egypt and sought assistance, he entrusted this younger brother into another’s hands, and he seized the kingdom. He left two sons: Seleucus the elder, and the younger, Antiochus the wicked. When Seleucus died leaving a young son, Antiochus took the kingdom from him. Thus he was “small” in that the kingdom did not rightfully belong to him, but to his nephew, and also “small” in his lineage, since even his forebears were not properly entitled to the kingship, as explained by the Abarbanel. This explains the phrase “from smallness” — that his origin was from one not fit for kingship. It may also be understood, as David Kimhi explains, as a descriptive term meaning lowly or insignificant, emphasizing his inferior status. **“And it grew exceedingly toward the south,”** — for he fought against the king of Egypt and took his land, reaching as far as Alexandria, though the Romans eventually forced him to retreat. **“And toward the east,”** — this refers to the land of Persia. **“And toward the beautiful land,”** — this is the land of Israel.

**“And it grew even to the host of heaven,”** — this refers to Israel, in that they are called the “host of heaven,” meaning in regard to their faith; for he sought to cause them to abandon their Torah, something that none of the previous kingdoms had done. **“And it cast down to the ground some of the host,”** — he brought them down from heaven to earth, so that they would no longer be the host of heaven, a holy nation, but would become like the other nations who worship foreign gods. And also from **“the stars,”** — these are the priests of God and those who make the many righteous, who are compared to stars. **“And it trampled them,”** — he killed the pious ones of God and crushed them.

**“And even to the Prince of the host it grew,”** — and all this continued until the Prince of the host arose, namely Mattathias the priest and his sons, the Maccabees, who were the leaders of Israel as the host of Hashem; he rose against him and defeated him. **“And from him the continual offering was lifted up,”** — that is, through this Prince of the host, the continual offering (the tamid), which had been suspended until then by the Greeks, was restored; through the strength of the Hasmoneans and their merit, the service of God was reestablished in its proper place. **“And the place of His sanctuary was cast down,”** — this is another vision: he saw that after the continual offering was restored and the Temple was reestablished in the days of the Hasmoneans, the place of His sanctuary would again be cast down, and it would be nullified once more by the Romans at the time of the destruction.

**“And a host was given over with the continual offering,”** — he heard in the vision that then the host, meaning Israel, together with the continual offering, would both be given into the hand of an enemy (the word “upon” meaning “together with,” as in similar usages). And this would occur **“through transgression,”** — because of the sins committed by the lawless ones during the time of the Second Temple. **“And it cast truth to the ground,”** — the Roman kingdom would cast down the truth, namely the religion of Israel and the Torah of truth, through many decrees and persecutions intended to nullify the faith. **“And it acted and prospered,”** — it would not fall quickly as the Greeks did, but would carry out its actions and succeed for many days.

For the ram and the he-goat, up to the small horn and its casting down of the host—these he saw in the vision. But from the point where it says “and it grew even to the Prince of the host” and “the continual offering was lifted up,” this he did not see in the vision; rather, he heard it from a holy one, one of the angels who convey prophecy, who spoke and revealed all this to him. **“And one said,”** — afterward he heard that one holy one said to the angel who had spoken the vision: **“Until when is the vision?”** — that is, how long will the vision that you have spoken continue? This refers to the vision of the continual offering: what he saw that the tamid would first be restored in the days of the Hasmoneans through the Prince of Israel, and afterward **“the transgression that desolates”** would occur, and afterward through transgression it would be made desolate again, **“and the sanctuary”** (that is, the Temple) would become **“trampled,”** as it says that the place of the sanctuary would be cast down, and the host and the continual offering would be given over (into the hands of enemies) because of sin— how long will all this endure?

**“And he said to me,”** — the one who answered directed his reply to me (for the main purpose of the answer was for Daniel to know), **“Until evening–morning, two thousand and three hundred,”** — the time until there will be “evening,” that is, until the destruction which will come through the Romans, and until there will again be “morning,” that is, the future redemption, will extend for two thousand three hundred years. **“Then the sanctuary shall be restored,”** — the sanctuary will return to its former righteousness, namely the Temple and the holiness of Israel. It may also be explained that the transgression will then be atoned for, and the holiness of Israel will be vindicated; from that time onward all the nations will recognize their righteousness and know that they were correct in their Torah and faith, and many nations will join themselves to Hashem on that day. If one calculates this period from the time of the First Destruction, which occurred in the year 3338 (from Creation), the end would fall in the year 5738. However, since it is stated without specifying that the count begins from the destruction, it is understood that the calculation begins from the time when the angel spoke to him—namely, the third year of Belshazzar, when this vision occurred, which was the year 3388. Thus, from that year until the destruction and the subsequent redemption will span two thousand three hundred years, leading to a redemption no later than the year 5788. And we have already explained that the calculation of “a time, times, and half a time” reaches the year 5733, which is fifteen years earlier; this difference arises because from the end of the rule of the small horn (discussed earlier) until the rebuilding of the Temple and the restoration of the continual offering (discussed here), there will be an interval of fifteen years. For it is explained in the words of the Sages that the days of the coming of the son of David will last one “week” (seven years), and the days of Gog and Magog will also last one “week,” as stated in the Jerusalem Talmud (Shevi’it), totaling fourteen years until the rebuilding of the Temple.

**“And I heard,”** — it has already been stated that the speech in that vision (from verse 11 onward) was spoken by “one holy one,” a certain unnamed being. The Sages disagreed as to who this was. In the Midrash Bereshit Rabbah it is explained that this refers to the Holy One, blessed be He Himself, as it says: “And I heard one holy one speaking”—that he heard God decreeing decrees upon Israel. It is also said there: “Great is the power of the prophets, that they liken the form to its Creator,” as it says, “and I heard the voice of a man between the banks of the Ulai.” But in Midrash Tanchuma it is said that “one holy one speaking” refers to Michael; according to this view, Michael is greater than Gabriel, as it is said in Talmud Bavli Berakhot (5a): “Michael [comes] in one [flight], Gabriel in two,” as it is written, “and one of the seraphim flew to me.” And from where do we know that this “one” is Michael? From the verse: “and behold, Michael, one of the chief princes, came to help me.” Thus Michael is among the chief princes and influences Gabriel, who is at a lower level than he. Therefore, he heard “the voice of a man,” referring to that unnamed speaker mentioned earlier, who influences Gabriel; this one he did not see, for he is “ploni” (unnamed and hidden), but he heard his voice from between the riverbanks, from afar, commanding Gabriel to make him understand the vision.

**“At the end of the indignation,”** — that is, at the end of the days of wrath. **“For it is for the appointed time of the end,”** — at first he said “for the time (et) of the end of the vision,” and there is a distinction between et (time) and mo‘ed (appointed time). Et refers to a natural time, something that unfolds on its own; whereas mo‘ed refers to a designated time, one that is fixed by an external determination, such as a time established by law or one appointed by the prophets. At first he explained that even the flow of time itself necessitates all these events, that all these matters are arranged within the overall order from the days of creation until the time of the world’s rectification, and the end will come at its naturally required time. But now, after the angel has explained the matter through prophecy, it becomes binding also as a prophetic appointment; therefore he says **“for the appointed time (mo‘ed) of the end.”** There is also a difference between them: something determined by natural time may at times be altered by God if the deeds of the people change for the worse; but a good promise that has been fixed through prophecy with a defined time cannot be changed, and it must come at the appointed time.
