**And he went up.** After they entered into a covenant with the inhabitants of the land, the angel of Hashem ascended — meaning a prophet serving in Hashem’s mission — in order to rebuke them for it.

**And He said, “I will bring you up.”** This rebuke revolves around two matters: (a) the evil inherent in the deed itself, as in “Your wickedness shall chastise you,” and (b) the harm that results from it.

Regarding the first, He says: “Did I not say, ‘I will bring you up’?” — that is to say: (1) the elevation from the lowest degradation, the affliction of Egypt; (2) the bringing you to the highest exaltation, namely, “and I will bring you to the land.” And I said — meaning, through this I declared — that you should recognize this everlasting kindness, for which you were obligated to render Me gratitude and service. And on this basis, I said, “I will not annul My covenant with you forever” — but only on condition…

**And you shall not make a covenant with the inhabitants of this land.** For such a covenant with Hashem’s enemies contradicts the covenant between Me and you; it is impossible that devotion to God coexist with attachment to His enemies and blasphemers. And now, since you have not listened to My voice and have forgotten all My kindness toward you — what have you done? Is not such an act inherently evil, as it says, “Know and see that it is evil and bitter that you have forsaken Hashem your God”?

**And also.** (He now clarifies the second point.) Your actions will inevitably bring you harm, for therefore I have declared, “I will not expel them from before you.” They will injure you in two ways: socially and politically, as snares in your midst; and spiritually, as their gods will become a trap for you. Thus He demonstrated that they sinned both (1) against intrinsic good, and (2) against their own well-being.

**And he sent.** The entire previous narrative took place while the elders who outlived Joshua were still alive. During their days the people continued to serve Hashem, though they were negligent in completing the conquest of the land. The angel rebuked them, they regretted their actions, wept, and sacrificed to Hashem.

Now the text turns to what happened after the elders died. It introduces this by recalling that Joshua had originally sent the people to take possession of the land in accordance with the Torah’s command, and that they remained faithful in divine service during his lifetime.

**ויעשו.** חושב כי התמוטטו בשלשה מדרגות זה אחר זה: א) תחלה עשו את הרע בעיני ה' שחטאו נגד מצות התורה, ב) אחר כך הגיעו לקצה המרי עד שעבדו את הבעלים. ועתה ביאר כי במרי זה שעבדו ע"ז היה ג"כ שתי מדרגות, כי יש העובד ע"ז בשיתוף, ויש ששוכח אלהים עשהו בהחלט. ותחלה עבדו בשיתוף. וזה שאמר –

**Sefaria Community Translation:**
**And they did.** He explains that they collapsed in three stages, one after another: (a) first, they did evil in the eyes of Hashem, meaning that they sinned against the commandments of the Torah; (b) afterward, they reached the extreme of rebellion, to the point that they served the Baals.

He now clarifies that even within this rebellion of idolatry there were two stages: for there is one who serves idolatry in association (with God), and there is one who completely forgets the God who made him. At first they served in association. And this is what it says —

**Sefaria Community Translation:**
**And they forsook Hashem, the God of their fathers.** (In my view, throughout Scripture there is a distinction between when the name “Hashem” is mentioned alone — in which case it speaks of Him as Creator of the world and its continual renewer — and when the name “God” is mentioned with a possessive qualifier, such as “the God of Israel” or “the God of their fathers” — in which case it speaks of Him in terms of the relationship He has with Israel and their fathers, whom He chose as His portion and over whom He exercised special providence.)

For this reason, they were forbidden to serve [other powers] in association, since they are not placed under any ministering power or star, but only under the providence of Hashem — as it says, “whom Hashem allotted to all the nations… but you Hashem has taken.” When they served in association, although they did not forsake Hashem in His essential aspect — for they still believed that He is the Creator and Renewer of the world — nevertheless they forsook Hashem as the God of Israel or as the God of their fathers; that is, they abandoned Him insofar as He is the God of Israel and of their fathers, by virtue of which they are under His direct providential governance and have no foreign god with Him.

Thus it says, “And they forsook” — first they forsook “Hashem, the God of their fathers,” meaning that they began to serve in association and thereby abandoned the God of their fathers who brought them out of the land of Egypt, who from then onward exercised special providence over them and designated them as His portion. “And they went after other gods” — and by this they provoked Hashem, in that they joined the Name of Heaven with something else.

Afterward, they collapsed even further and descended terribly.

(b) Then, “He sold them into the hands of their surrounding enemies,” that is, enemies who opposed them simply as hostile neighbors. “He sold them” means that He handed them over — for once He removed His special providence, their protective covering was gone, and they were abandoned to the forces of nature and circumstance. Consequently, they could no longer withstand enemies who were stronger by natural means.

**בכל אשר יצאו יד ה' היתה בם לרעה.** רצה לומר כי תחלה שהיה רק הסתרת פנים לא היתה הרעה ע"י יד ה', רק באה בטבע מעצמה ועתה הענישם בפועל ובמכת ידו, ותחלה שהיה רק הסתרת פנים יצויר שלפעמים יצליחו גם הם בדרך הטבע נגד אויב שחלש בטבע, ועתה שהענישם בפועל כפיו, הנה בכל אשר יצאו הגם שהיה ראוי שיצלחו בדרך הטבע יד ה' היתה בם לבל יצלחו כאשר דבר כו' להם שבעת יעבדו ע"ז יענישם בפועל, וכן התמיד להרע להם עד שהצר להם מאד והכירו את אשר הרעו והתחילו לשוב.

**Sefaria Community Translation:**
**Wherever they went out, the hand of Hashem was against them for harm.** That is to say, at first, when there was only concealment of the Divine countenance, the harm did not come by the hand of Hashem, but arose naturally on its own. Now, however, He punished them actively and by His own hand. 

Previously, when it was merely concealment of the Divine presence, it was conceivable that at times they might still succeed by natural means against an enemy weaker by nature. But now, when He punished them actively with His hand, then wherever they went out — even when, according to natural circumstances, they ought to have prevailed — the hand of Hashem was against them so that they would not succeed, as He had spoken to them, that when they served idolatry He would punish them directly. 

And thus He continued to deal harshly with them until they were greatly distressed, recognized the evil they had done, and began to return.

**Sefaria Community Translation:**
**And He raised up.** I have already written that this entire passage, from verse 10 until the end of the chapter, serves as a general introduction to the entire book. It recounts the condition of Israel throughout all the days of the Judges, until Samuel the prophet, who wrote the book. During that period their sin persisted in one of the three stages mentioned above, and their punishment likewise in one of the three kinds of punishments described above.

Now it relates how the Judges arose in each generation to deliver Israel. First, it states in general terms: “And Hashem raised up judges, and they saved them” — meaning that whenever they were in distress, He raised up judges for them; and those judges who arose delivered them from the hand of their plunderers. In this respect, all the judges were alike: Israel attained deliverance through them.

However, there was a difference in the duration of the deliverance. We find judges whose deliverance lasted throughout the entire lifetime of the judge, such as Othniel, Deborah, and others. And we find judges during whose lifetime the enemies returned to dominate, such as Ehud, Samson, and others.

He explains that this depended upon the generation: if they listened to the voice of the judge throughout his lifetime, then they were delivered for all the days of the judge’s life, and only after his death did they return to wickedness. But at times they rebelled and quickly turned aside even while the judge was still alive, and the enemy ruled over them during the judge’s lifetime. And this is what it says —

**וגם.** רצה לומר לפעמים גם אל שופטיהם לא שמעו כי זנו וכו' סרו מהר בחיי השופט ובזה סרו מן הדרך אשר הלכו אבותם לשמוע מצות ה', שאבותם היה דרכם לשמוע מצות נביאיהם ושופטיהם, כמו שאמר (בפסוק ז') ויעבדו העם את ה' כל ימי יהושע וכל ימי הזקנים והם לא עשו כן, ובעת הזאת גבר אויב בעוד השופט חי.

**And also.** Meaning that sometimes they failed to heed even their judges, for they turned aside quickly during the judge’s lifetime. Thus they deviated from the path their fathers had walked — the path of obeying Hashem’s commandments — since their fathers were accustomed to listen to their prophets and judges, as it says, “The people served Hashem all the days of Joshua and all the days of the elders.” But they did not act likewise; and in such cases the enemy gained strength even during the judge’s life.

**And Joshua died.** Joshua passed away, and that entire generation was gathered to its fathers. A new generation arose that did not know Hashem — neither by intellectual understanding nor by firsthand experience of His acts. From that point they began to abandon the ways of righteousness and to follow paths of darkness.

**And when.** That is to say, at times He raised up judges, and Hashem was with the judge, and he delivered them all the days of the judge’s life. And this too depended upon the conduct of the generation, for Hashem relented because of their groaning from those who oppressed them.

For they stood in their righteousness throughout the days of the judge and cried out to Hashem, and He relented from the harm during all the days of the judge. And regarding the phrase “their oppressors and their crushers”: the oppressor presses them with tribute and servitude, while the crusher crowds them, constricting their space, as it says, “and one shall not press another” (Joel 2). **And when the judge died, they turned back and became more corrupt than their fathers.** This was the cause that, after the judge’s death, they were handed over to spoil and devastation.

**And the anger burned.** After presenting this introduction from verse 11 until here, he returns to what he concluded in verse 10: “And another generation arose after them who did not know Hashem,” etc. Therefore, the anger of Hashem burned against Israel. For when Hashem saw that they had collapsed from their faith, His anger burned against those generations, and He said: “Because they have transgressed My covenant (and have not listened to My voice…).”

Above (v. 2) it says, “you have not listened to My voice.” There is a distinction between “listening to the voice” and “listening in the voice”: listening “to the voice” means accepting the command or words in themselves, whereas listening “in the voice” refers to heeding the argument and reasoning through intellectual consideration — as in “Hear the voice of my adversaries” (Jeremiah 18), “Listen to the sound of the shofar” (Jeremiah 6), meaning their arguments and the testimony of the shofar that signals impending calamity. And it adds that they did not set their heart to listen on the basis of argument and proof.

**And Hashem left these nations, so as not to dispossess them quickly.** Thus the days of conquest extended until after the death of Joshua, in order to see whether the generation that followed him would keep the Torah of Hashem by dispossessing them and refraining from making a covenant with them. And all this is a parenthetical statement, from which he derives what follows: since they did not stand in the test and did not dispossess them — as he explained at length in chapter 1 — therefore, when the anger of Hashem burned, He decreed that He would no longer dispossess anyone from before them. They were no longer able to prevail over them, just as Joshua had warned them (23:12–13): “If you turn back… know for certain that Hashem will no longer drive out these nations before you, and they shall be a snare to you until you perish…” — and this was fulfilled after his death.
