מפני השכינה ולא יכול לבוא עד שקראו. בלק"ט הביא וז"ל ולא יכול משה לבא, וכתיב ויבא משה בתו הענן (שמות כ"ד י"ח), מלמד שנעשה לו שביל ונכנס לתוך הענן, אבל כאן לא יכול לבוא עד שקראו אותו, שנאמר ויקרא אל משה, ואח"כ הביא שם ובהעלות הענין, זה סיפור המסעות על פי ה' יחנו ועל פי ה' יסעו:
