מצב הביטחון בימי ממשלת רבין הלך והתרועע, ביטויי החולשה של הממשלה המריצו את המחבלים להגביר את פעולותיהם. בגיליון רבני יש"ע מס' 8 מערב פסח תשנ"ג התפרסמה הודעה מועד רבני יש"ע ובו קריאה למחות כנגד הממשלה על מצב הביטחון הירוד. ומיד לאחריו מאמר קצר מהרב גורן על פי מכתב זה ששלח אלי. תוכן דברים אלו הובאו ביתר הרחבה לעיל בתשובה הראשונה סעיף יג-יד.

למגינת לבנו אזלת ידה של הממשלה וכוחות הביטחון הביאו עלינו את המצב הנורא הזה, כפי המתואר בישעיהו (לז, ג): "יוֹם צָרָה וְתוֹכֵחָה וּנְאָצָה הַיּוֹם הַזֶּה". דם יהודים נשפך כמים יום יום. מדיניות הממשלה הפכה בארצנו דם יהודים כהפקר. מאז זרח עלינו אור הגאולה בשוב ה' את שבות עמו, לא היינו במצב נורא כזה, גם בתקופת המנדט הבריטי לא היה דמנו הפקר כפי שהוא היום.

לאור ההתערערות המוחלטת של ביטחוננו, מצווה מן התורה להפגין ולמחות בכל כוחינו נגד מדיניות הממשלה כדי לקיים את המצווה "וְלֹא תַעֲמֹד עַל דַּם רֵעֶךָ" (ויקרא יט, טז), ולמלא החזון "וְהָיָה בֵית יַעֲקֹב אֵשׁ וּבֵית יוֹסֵף לֶהָבָה וּבֵית עֵשָׂו לְקַשׁ וְדָלְקוּ בָהֶם וַאֲכָלוּם" (עובדיה א, יח).

וממסכת שבת דף נה, א, נמצינו למדים שמצוות תוכחה ומחאה נגד השלטון היא חמורה ביותר, עד שהעבירה עצמה נזקפת לחובתו של זה שיכל למחות ולא מחה, וכן אמרו שם (נד, ב): שכל מי שאפשר לו למחות באנשי עירו ולא מיחה נתפס על עוון בני עירו, ואם יכל למחות בכל העולם ולא מיחה, נתפס על עוונות העולם כולו. וכך פסק הרמב"ם בפרק ו' מהלכות דעות הלכה ז'. ובסנהדרין כ"ז, ב', דרשו את הכתוב: "וְכָשְׁלוּ אִישׁ בְּאָחִיו", איש בעוון אחיו, מלמד שכולן ערבים זה לזה, שהיה בידם למחות ולא מיחו.

ושנינו במסכת ערכין טז, ב: עד היכן תוכחה? רב אמר עד הכאה. ושמואל אמר עד קללה, ורבי יוחנן אמר עד נזיפה. ופסק הרמב"ם בפרק ו' מהלכות דעות הלכה ז' כדעת רב, שתמיד חייב אדם להוכיח את החוטא עד שיכהו ויאמר לו איני שומע. ומכאן למדנו שההפגנות צריכות להיות חריפות, אבל אין היתר למפגינים להשתמש באלימות פיזית כנגד השוטרים וכוחות הביטחון.

הפגנות מחאה אלו צריכות להקיף את כל המוני בית ישראל. זה כולל עימות לא-אלים עם כוחות הביטחון שאינם מגינים על חיינו. יש לארגן אסיפת מחאה אדירות של מאות אלפי איש, כל אשר דם יהודי יקר בעיניו, להתאסף בכיכרות הערים הגדולות תוך זעקה גדולה ומרה ובדרישה חד-משמעית להטלת עונש מות על מרצחים, ככתוב (במדבר לה, לג): "וְלָאָרֶץ לֹא יְכֻפַּר לַדָּם אֲשֶׁר שֻׁפַּךְ בָּהּ כִּי אִם בְּדַם שֹׁפְכוֹ". זהו צו השעה המוטל על כל יהודי בארץ הזאת להשתתף בנערינו ובזקנינו במפגני מחאה אלו, ובדרישה תקיפה לממשלה: הפסיקו מיידית את שפיכות הדמים המשתוללת לנגד עינינו, כמצוות התורה: "הבא להורגך השכם להורגו".
