מג"א סק"א והכא כיון שעושה בו. היינו דהכא כיון שאינו ראוי ללביש' בשעת הקנין דלא נעשו בו ציצית אינו מברך אז שהחיינו. לפ"ז יהיה לשטת הרמב"ם חילוק דין דאם קונה טלית ביום אינו מברך עד שעת עשיית ציצית כיון דאין ראוי ללבשו. ואם קונה בלילה מברך מיד דהא ראוי ללבישה בלא ציצית בלילה דכסות יום גם בלילה פטור:

Magen Avraham, se'if katan 1 – "And here, since he makes [tzitzit] on it..." This means that since the garment is not fit for wearing at the time of acquisition—because the tzitzit have not yet been attached—one does not recite Shehecheyanu then. According to this, following the opinion of the Rambam, there would be a difference in halacha: if one purchases a tallit during the day, one does not recite the blessing until the tzitzit are attached, since it is not yet fit to be worn. However, if one buys it at night, one would recite Shehecheyanu immediately, since it is fit for wearing without tzitzit at night, as a daytime garment is exempt from tzitzit at night.
