והגלה אותם - כגון כפתורים היוצאים מכפתור (דברים ב׳:י״ג) וכגון ובשעיר ישבו החורים וגו' (דברים ב׳:י״ב) וכן אומות הרבה:

And exiled them - such as, "the Caphtorim, who came from Crete" [Deuteronomy 2:23] and such as "Seir was formerly inhabited by the Horites, etc." [Deuteronomy 2:12], and many other nations as well.

לומר שאפי' מקיימין אותן כו' - שהרי אינם מצווים אבל מעונשין לא פטרן:
