After אָכְלָה is a gerund. It is constructed like ,¹⁵לְאָכְלָה an expression equivalent to an infinitive [i.e., לֶאֶכוֹל].

Thereupon, every woman who bore a son, would name him Shmuel. Once they saw his deeds, they would say, "This is not [the] Shmuel."
