**Responsa on contemporary Jewish women's issues. Yehuda Henkin, Ktav 2003:**
A woman may wear *tzitzit* in private or under her outer clothes, for then there is no suspicion that she wishes to appear like a man. Were that the case we would apply *Targum Yonatan*'s dictum in *Devarim* 22:5 that a woman wearing *tzitzit* violates the prohibition of wearing men's clothing, and see Resp. *Maharam Shick, Yoreh De'ah*, no. 176. [*Targum Yonatan* on the *Chumash* dates from Gaonic times.]

I think *Targum*'s source is in the verse "A man's accessories shall not be on a woman and a man shall not wear a woman's garment." The verb regarding the woman is not *l-v-sh* (to wear) as it is regarding the man, but *h-y-h* (to be)." This alludes to *tefillin* and *tzitzit* which both employ the verb *h-y-h*: regarding *tefillin*, "they will be (*vehayu l-*) *totafot* between your eyes" (*Devarim* 4:8) and similarly in the other three references to *tefillin* in the Torah, and regarding *tzitzit*, "it will be (*vehayah lachem*) *tzitzit* for you" (*Bamidbar* 15:39).

**Responsa on contemporary Jewish women's issues. Yehuda Henkin, Ktav 2003:**
If a woman's sole intention is to perform a *mitzvah*, however, wearing a garment with *tzitzit* can be compared to wearing a man's garment to protect against sun and rain; *Bach* and *Taz* permitted this in *Yoreh De'ah* 182:5 and see *Bnei Banim*, vol. 1, no. 37 (5). Although she certainly intends that the garment be considered clothing in order to fulfill the *mitzvah*, clothing is not defined the same way regarding *tzitzit* as it is regarding the prohibition of wearing clothes of the opposite sex. A man who wears a women's four-cornered garment only in order to protect himself from sun and rain is not released from the obligation to put *tzitzit* on it. This obligation devolves on any clothing worn in the daytime, while the prohibition of wearing garments of the opposite sex entails the element of resemblance. For that reason, a full-size men's *talit* is more problematic than a small *arba kanfot*, because the former is made for decorative purposes.

See *Shabbat* 65a which states, "Sometimes a man hands his wife a ring [of his]… she leaves it on her hand until she reaches the jewelry-box." Rashi explained that she puts the ring on her finger to carry it home. The implication is that other than the question of carrying on Shabbat, she is permitted to wear her husband's ring on her finger even though it is a male ornament, since her intention is not to adorn herself.

**Responsa on contemporary Jewish women's issues. Yehuda Henkin, Ktav 2003:**
However, she should not lay *tefillin*, as the *poskim* conclude in *Orach Chayim* 38:3. *Talmud Torah* for women was permitted because it was necessary but *tefillin* are not necessary, and she should strengthen her ties to Judaism through other means.
