**ומלבד עולת התמיד וכו' תעשו.** ר"ל דעולת התמיד לא קאי אשעיר עזים לחטאת, אלא אוהקרבתם עולה דלמעלה, וה"ק קרא שעיר עזים אחד לחטאת מלבד חטאת הכיפורים. ועולת של י"כ מלבד עולת התמיד ומנחתה, והוה כאלו כתיב ב' פעמים מלבד דוי"ו של ועולת קאי אמלבד חטאת הכיפורים:

**Sefaria Community Translation:**
**And aside from the constant burnt- offering you shall offer.** Meaning: [The words] “[And] the constant burnt-offering” are not referring to “the he-goat as a sin-offering,” rather to “You shall bring a burnt-offering” above (v. 8). Thus the verse reads: “One he-goat as a sinoffering aside from the atonement sin-offering, and the atonement burnt-offering aside from the constant burnt-offering and its meal-offering.” Consequently, it is as if it is written “aside from” twice, for the [letter] *vav* of ועולת ["*and* the [constant] burnt-offering"] refers to “aside from” [of] the atonement sin-offering.

**מוסב על המוספין.** דא"ל דקאי על ועולת התמיד, דאם כן הל"ל ונסכה לשון יחיד, כדכתיב ומנחתה, וגם א"ל דקאי אשעיר עזים אחד לחטאת, שאין נסכים לחטאת. ע"כ לומר דקאי אעולות המוספים. וזהו שנקט מוסב על המוספים הכתובים ועל תעשו, ואע"פ שאין כתיב תעשו בקרא מ"מ כיון שפירש"י לפני זה ועולת התמיד שפירש ומלבד עולת התמיד תעשו עולות הללו, ור"ל דהואי כאלו כתיב בהדיא בקרא תעשו והאי ונסכיהם קאי עליו:

**Sefaria Community Translation:**
**This relates to the musaf-offerings.** You cannot say that it refers to the constant burnt-offering, for if so it should have said ונסכה ["and *its* libation"] in the singular, as it writes ומנחתה ["and *its* meal-offering"]. Furthermore, you cannot say that it refers to “one he-goat as a sin-offering” because sin-offerings do not have libations. Thus, one must say that it refers to the musaf burnt-offerings. Rashi states: “This relates to the musaf-offerings stated above, and to “you shall offer,” even though it is not written, “You shall offer” in this verse. Nonetheless, since Rashi previously commented on, “And the constant burnt-offering” explaining: “Aside from the constant burnt- offering you shall offer these burnt-offerings,” means that it was as if the verse had explicitly written, “You shall offer.” Consequently, “And their libations” refers to them.

**והוא ל' צווי.** ס"ל עכשיו מצוה על הנסכים של עולות המוספין דהא לפני זה לא כתיב שום נסכים בעולות הללו:

**It denotes a command.** Rashi holds that the Torah is now commanding to bring the libations of the musaf burnt-offerings, for it had not yet written about any libations concerning these burnt-offerings.

**עצורים בעשיית מלאכה.** והא דכתיב בתרי' כל מלאכת עבודה לא תעשו, היא תוספת ביאור שהכתוב עצמו מפרש לעניין מה תהיו עצורים:

**Restraint from doing work.** Thus, when it is written afterwards, “You shall not do any work of substance” this is an additional explanation, [meaning] that the verse itself explains what you shall restrain yourselves from.

**ד"א עצרת, עצרו מלצאת.** דלטעם ראשון דחוק הוא שהכתוב עצמו יפרש מהו העצרת שהוא עשיית מלאכת ל"פ ד"א. ולפי ד"א קשה כיון דקאי על ישראל מהו דכתיב עצרת תהי' לכם, לא היה לו לומר אלא עצורים תהיו. לכן פי' טעם ראשון:

**Sefaria Community Translation:**
**Another interpretation of restraint, restrain yourselves from leaving.** For according to the first reason there is a difficulty that the verse itself explains what the restraint was, [stating] that it was the performance of work. Therefore Rashi brings the other interpretation. However, according to the second interpretation there is a difficulty that since it refers to Yisroel, why is it written, “It shall be a day of restraint for you”? It should have merely said, “You shall restrain yourselves.” Therefore Rashi also brings the first reason.

**ומדרשו באגדה וכו'.** אעפ"י שגם הראשון הוא מדרש. מפני שהראשון מדרשו ע"פ הברייתות שבת"כ שהם כולם הלכות ודינים, אבל זה הם דברי אגדיים:

**According to the Aggadic Midrash.** [Rashi says this] even though the first reason was also from a Midrash. This is because the first Midrash was in accordance with the *beraysos* in *Toras Kohanim,* which are comprised of *halachos* and monetary laws, however this [Midrash] is Aggadic.

**לחובה.** ר"ל כתיב אלה תעשו לה' במועדיכם לבד מנדריכם וגו' הואיל וגם הנדרים ונדבות צריך לעשות למה לא כוללן בכלל אחד. ומתרץ דאלו הכתובים למעלה דבר קצוב לחובה, לבד מנדריכם שהם רשות:

**Sefaria Community Translation:**
**As obligations.** Rashi wishes to answer the question: It is written, “These you shall make to Hashem on your festivals, aside from your vows…” However, since you also must make the vows and dedications, why did it not group them together? He answers that “these” which was written at the beginning [of the verse] refer to those things designated as obligations, aside from the dedications which are optional.
