סה) **ועל דא כתיב** וכו': ועל זה כתוב, כי כאשר השמים החדשים והארץ החדשה אשר אני **עושה** עומדים לפני וגו'. עשיתי לא כתוב, אלא **עושה**, לשון הוה, משום שעושה תמיד, שמים וארץ חדשים, מאלו החידושים והסודות של התורה. ועל זה כתוב, ואשים דברי בפיך ובצל ידי כסיתיך לנטוע שמים וליסוד ארץ. השמים לא כתוב, אלא שמים. בלי ה' הידיעה מפני שאינו סובב על השמים ממש, אלא על שמים המחודשים שנעשו מדברי תורה.

**65. “And with regard to this, it is written etc.”**
**And with regard to this, it is stated: “For as the new heavens and the new earth, which I make, shall remain before Me etc.”** (Isaiah 66:22)**. It is not written “I made,” but “make,”** in the present tense, because **He is always making** new heavens and earth **from those innovations and secrets of the Torah. With regard to this it is stated: “I placed My words in your mouth and have covered you in the shadow of My hand, that I may plant heavens and lay the foundations of earth”** (Isaiah 51:16). **It does not say “the heavens,” but “heavens**,” without the definitive article, since it is not referring to the actual heavens, but to renewed heavens, fashioned out of words of Torah**.**

פירוש, **עשיתי לא כתיב אלא עושה**, וכו' מורה בזה, שלא לטעות בפירוש הכתוב **דשמים חדשים וארץ חדשה**, שהוא כמו ענין של תיקון דבר הנעשה ונתחדש פעם אחת ודי. כי אינו כן, אלא הם ענין עבודת תמיד. כי הצדיקים שכבר נשלמו בזהרא עלאה, הם הולכים ועושים תדיר שמים וארץ חדשים. שז"ס צדיקים הולכים מחיל אל חיל (סוף ברכות). ומביא ראיה על זה, כי כתוב **השמים החדשים והארץ החדשה אשר אני עושה ולא כתיב אשר אני עשיתי**, הרי שאלו שמים וארץ הולכים ומתחדשים תדיר מחדושי אורייתא של הצדיקים הגמורים. וכן מביא ראיה מהכתוב **לנטוע שמים**, שאם היה זה לפעם אחת, היה צריך להכתב לנטוע השמים, בה' הידיעה. וכיון שכתוב **שמים**, משמע שנוהג תדיר.

Explanation: **“It is not written ‘I made, ’ but ‘make’ etc.”** This teaches that one should not err in interpreting the phrase **“new heavens and new earth”** as referring to an establishment that is performed and innovated once only, as that is not the case. Rather, they involve a continuous process. The righteous, who have already been perfected in the supernal brightness, are constantly fashioning new heavens and earth. This is the mystical meaning of: **“They go from strength to strength”** (Psalms 84:8; end of *Berakhot*, 64a). [Rabbi Shimon] cites a proof for this, that it is stated: **“For as the new heavens and the new earth, which I make,”** and **it is not written “I made,” but “make.”** This illustrates that these heavens and earth are perpetually renewed through the Torah innovations of the completely righteous. [Rabbi Shimon] likewise brings a proof from the phrase **“that I may plant heavens,”** since if this was referring to a one-time act, it should have stated “that I may plant the heavens,” with the definitive article. The fact that it states “heavens” implies that it is an ongoing activity.
