ועל ברכת תפילין אם הלכה כדברי הגאון הרי"ף, שאם לא סח בין תפלה לתפלה אינו מברך אלא להניח תפילין כשמניח של יד, ובהניחו ש"ר אינו מברך כלל, או הלכה כדברי הגאונים האומרים שאפי' לא סח צריך לברך על ש"ר על מצות תפילין, ואם סח מברך על ש"ר ב' (הביאה בס' קיצור זצ"ל כ"י הנזכר בשער ד' ב'):

Regarding the blessing of the *tefillin*, I asked whether the law followed the opinion of R. Isaac Alfasi, that if there was no interruption between putting on the two *tefillin* no additional blessing needs to be recited: i.e, the blessing 'to don *tefillin*' is recited when putting the first one on the arm, and for the head, nothing is said at all.¹ Or perhaps, the law follows those geonim who say that even if one did not speak between the two, one needs to recite the blessing 'on the commandment of *tefillin*' before placing it on the head, and if one did interrupt with speech, one recites two blessings when putting it on the head.²

והשיבו לא בסבי טעמא ולא בדרדקי עצה, כי אברהם לא ידענו וישראל לא יכירנו, ואת בריתי אקים את יצחק, אחד קראתיו ובכורי אתנהו, גם ברוך יהיה:

They answered:*"Reason is not with the aged, and counsel is not with the young." (Shabbat 89b:4) "For Abraham knows us not, Israel does not recognise us" (Isaiah 63:16), rather "my covenant will be made with Isaac." (Genesis 17:21), "I have singled him out," (Isaiah 51:2) "and will give him the birthright," (Psalms 89:28) "and he shall be blessed." (Genesis 27:33)*¹
