**And they were appointed:** Until then, the Levites had been occupied with rebuilding the wall; now they were assigned to their duties of guarding it.

**Trans. Betzalel Avraham Feinstein, 2026:**
**And he feared God more than most:** As the Sages said, “Would that the fear of Heaven be upon you like the fear of flesh and blood.” Most people fear the public and will refrain from acting against their wishes, even when their wishes conflict with the word of God. Here, however, an official was needed who would fear no man. Since many prominent officials were allied with Tobiah, as explained above, Nehemiah chose Hanani, who would not be intimidated by them.

**Trans. Betzalel Avraham Feinstein, 2026:**
**They shall not be opened:** This was to prevent enemies plotting harm from entering the city. **And while the guards are still standing there, they shall keep the doors shut:** The gateways were double. There was a large outer gate, and inside it was another gate fitted with small doors through which individuals could enter. Nehemiah commanded that even when the gates were opened, the guard should keep hold of these doors and keep them closed rather than leaving them open. In this way, he could observe every person entering and prevent anyone from entering without permission. **And appoint:** He also commanded that the watches guarding the city be stationed each at his own post. A man assigned to one watch was not to be exchanged with someone from another, for otherwise the city would not be guarded properly. Anyone whose house was near the wall was to stand guard opposite his own house.

**Trans. Betzalel Avraham Feinstein, 2026:**
**The questions:**
**(4–5)** What did Nehemiah intend by mentioning here that the city was large, that its houses had not been built, and that he resolved to register the people by genealogy? Moreover, the genealogical record itself contains several discrepancies between the figures given here and those recorded in the Book of Ezra; likewise, the accounts of the donations made by the officials and the people contradict one another.

**Trans. Betzalel Avraham Feinstein, 2026:**
**And the city:** This introduces what follows. Seeing that the city’s population was small, Nehemiah wished to settle some of the Israelites there, as he later did (11:1). Since its houses had not been built, however, he realized that people would be unwilling to settle in a city lacking proper dwellings unless lots were cast to determine who would live there, as indeed occurred. He therefore needed to know which families had returned to the Land of Israel, so that each family could contribute residents in proportion to its number of men. Consequently, he assembled them to be registered by genealogy. This is the meaning of the following verse.

**Trans. Betzalel Avraham Feinstein, 2026:**
**And my God put it into my heart:** God placed in his heart the plan to assemble them for registration by genealogy. While investigating the matter, he found the genealogical record of those who had returned at the beginning and found it written down. This is the record contained in Ezra, chapter 2. However, there are several differences between the version here and that in Ezra. We have already discussed them there, and in the commentary on this chapter you will find the entire explanation; there is no need to repeat it.

###### Malbim on Nehemiah 7:70:1

**Trans. Betzalel Avraham Feinstein, 2026:**
**And some of the heads of the ancestral houses:** This account of the donations also differs from that in Ezra. There, the gold amounted to sixty-one thousand darics and was donated by the heads of the ancestral houses, whereas here the heads of the ancestral houses donated only twenty thousand and the people gave another twenty thousand. There, the heads of the ancestral houses donated five thousand minas of silver, whereas here they gave two thousand two hundred minas and the remainder of the people gave two thousand. There, the heads of the ancestral houses donated one hundred priestly garments, whereas here they donated no garments, but the people donated sixty-seven. Moreover, the Tirshatha’s donation is mentioned here but not there. If we assume that Nehemiah also returned in the first migration—and afterward went back and came a second time, as appears from verse 65, “The Tirshatha said to them”—then it may be suggested that they donated on two separate occasions. In particular, according to what I explained in Ezra, chapter 2—that Ezra’s account enumerates those who came from Babylonia, whereas the present account enumerates those from the surrounding province who were added to them—it may be that they made a second donation afterward. On that occasion, the Tirshatha and the people also donated, while the leaders donated a second time; alternatively, new heads of ancestral houses had been added, and this was recorded in the genealogical document Nehemiah found. Another possibility is that the second donation was made when Nehemiah arrived in the twentieth year of Artaxerxes, and he added it to this scroll because he knew that the first donation had already been recorded in the Book of Ezra, which was written before his own book.

**Trans. Betzalel Avraham Feinstein, 2026:**
**And the priests settled** … **and the seventh month arrived:** This same wording also appears at the end of the genealogical scroll in Ezra. There, however, it leads into the account of the building of the altar, whereas here it leads into the account of the public reading of the Torah. Opinions therefore differ concerning its interpretation. Some say that this passage continues the account of the events surrounding the first return, in the days of Cyrus. According to this view, the statement in verse 5, “I found the genealogical record and found written in it,” extends through the end of the chapter, meaning that Nehemiah found this entire account written in the genealogical record. It would then follow that Ezra returned twice: the first time, in the days of Cyrus, together with Zerubbabel. Nehemiah likewise returned at that time, as indicated below (8:9): “Nehemiah, who was the Tirshatha, said,” and in 10:2: “Among those who signed were Nehemiah the Tirshatha, son of Hacaliah.” Ezra 2:2, 63 likewise appears to indicate that Nehemiah accompanied Zerubbabel. Similarly, Nehemiah 12:1 lists Ezra among those who returned with Zerubbabel, and it may refer to Ezra the Scribe. This would also resolve the statement in Ezra 3:4, “They celebrated the Feast of Sukkot as prescribed,” so that it would not contradict the statement in this book (8:17). Others maintain that this event occurred in Nehemiah’s time, after the wall had been rebuilt. Since the genealogical scroll ended with the statement, “The seventh month arrived, and the people assembled,” and the same thing now occurred, Nehemiah concluded the record with that verse and used it to introduce the events of his own time. According to this view, the statement in Ezra that “they celebrated the Feast of Sukkot” means that they observed it with Hallel, rejoicing, pilgrimage offerings, festival peace-offerings, and the four species, although they did not then fulfill the commandment of dwelling in a sukkah properly. In particular, the verse there is primarily concerned with the festival sacrifices, as it says, “They celebrated the Feast of Sukkot as prescribed, with the daily burnt offerings in the proper number, according to the ordinance,” for the passage concerns the offerings upon the altar. Judging from the sequence of the verses, this second opinion is more convincing.
