**Trans. Betzalel Avraham Feinstein, 2026:**
**And it came to pass in the fourth year of Darius.** The prophetic vision that had been opened to Haggai and Zechariah in the second year of Darius, when they began rebuilding the Temple, was closed during that same year, and they received no further vision from Hashem, for the appointed time had not yet arrived for the Divine Presence and prophecy to return to Israel. In the fourth year, however, the word came to him because of an event that the passage will relate. This is the meaning of **“the word of Hashem came”**: the word of Hashem, which had already ceased, was revealed to him once again.

**Trans. Betzalel Avraham Feinstein, 2026:**
(2–3) **And he sent.** The reason for this was that **Sharezer and Regem-Melech**—well-known men from Babylon—**sent to Bethel,** meaning to the Temple.

**Trans. Betzalel Avraham Feinstein, 2026:**
**To entreat the favor of Hashem, saying to the priests.** They sought Hashem so that He would once again reveal His holy spirit and make His will known **to the priests and to the prophets, saying**—that is, so that they could provide an answer to the question, **“Shall I weep in the fifth month and abstain?”** They did not ask about the other fasts. They had no doubt at all concerning the fast of the seventh month, commemorating the murder of Gedaliah, because that fast was established when the remaining Jewish settlement in the land was destroyed. Nebuzaradan had left some of the poorest people under Gedaliah’s authority to serve as vine-growers and farmers, but after Gedaliah was murdered, they fled from the land. Now that the settlement of the land had been restored, with approximately as many people having returned as had lived there under Gedaliah, there was no longer any reason to observe that fast. They did, however, ask about the three fasts commemorating the destruction of the city and the Temple: would the Temple now being built equal the former Temple in glory, thereby eliminating the reason for fasting, or not? They therefore asked specifically about the fast of the fifth month, for if they were told that fasting in the fifth month was no longer necessary, it would certainly follow that the fasts of the fourth and tenth months were also unnecessary. They raised this question on the fourth of Kislev so that they would know how to conduct themselves on the approaching fast of the tenth of Tevet. They asked both about weeping over the past and about fasting, as indicated by the word **“abstain,”** which refers to offering prayers and supplications concerning the future. Abarbanel already explained that they asked this question because this Temple appeared inferior in their eyes for seven reasons: (1) they saw that the Divine Presence had not returned to dwell there in glory as it had in the First Temple, and that five things were absent from the Second Temple; (2) they remained under the authority of the Persian kings and feared that they might again be expelled from the land; (3) there had been no universal ingathering, and those dispersed throughout the four corners of the earth had not returned; (4) they saw that the land remained cursed and had not recovered its former strength, indicating that Divine Providence had not returned there as before; (5) they saw that they remained despised and disgraced among the nations; (6) they saw that the Samaritans controlled a large portion of the land, while those who had returned from Babylon were few in number; and (7) they saw that no man from the House of David ruled over them. The answer to each of these concerns will be found in chapter 8.

**Trans. Betzalel Avraham Feinstein, 2026:**
**Say** … **“When you fasted.”** A person must imitate the ways of God by practicing kindness, justice, and righteousness. Hashem will then respond to him through these same attributes. This applies only to qualities ascribed to Hashem, such as being compassionate, gracious, good, forgiving, and the like. But if a person fasts and afflicts himself, how can God respond in accordance with his actions, when eating and drinking do not apply to Him? This is the meaning of **“When you fasted, was it for Me that you fasted?”** Could your fasting cause Me to act in the same way that you acted? That is impossible, for:

###### Malbim on Zechariah 7:6:1
[Malbim on Zechariah 7:6:1](https://torahapp.org/share/book/Malbim%20on%20Zechariah/r/7:6:1)

**Trans. Betzalel Avraham Feinstein, 2026:**
**And when you eat and when you drink,** are you not the ones who eat and drink? There is no eating in the heavenly realm. Therefore, Hashem does not respond in kind to either your eating or your fasting.

###### Malbim on Zechariah 7:7:1
[Malbim on Zechariah 7:7:1](https://torahapp.org/share/book/Malbim%20on%20Zechariah/r/7:7:1)

**Trans. Betzalel Avraham Feinstein, 2026:**
**Is it not the words?** That is, He will respond to you only through those matters that He proclaimed by means of the earlier prophets and that will be explained in verse 9: that they should practice justice, kindness, and compassion. Then He too will exercise justice, kindness, and compassion toward His creatures. He explained that these words were **proclaimed through the prophets when Jerusalem was inhabited and tranquil.** Because the people did not heed them, Jerusalem was destroyed. How much more, now that it lies in ruins, can it not be rebuilt upon its foundation unless they observe these words. For something powerful enough to bring about a new state of affairs is certainly sufficient to preserve that state once it already exists. Just as a fire capable of heating cold water can certainly keep the water warm and prevent it from cooling, so too the conduct required to bring about Jerusalem’s restoration is certainly required to preserve it afterward.

**Trans. Betzalel Avraham Feinstein, 2026:**
**And the word of Hashem came.** The Divine message came to explain the words that He had proclaimed through the earlier prophets and whose violation had brought about the destruction:

**Trans. Betzalel Avraham Feinstein, 2026:**
**Thus said Hashem** through the earlier prophets: **“Judge with true justice,”** and this will cause Him likewise to execute justice for you against your enemies. **“And practice kindness and compassion,”** and He will likewise show you kindness and compassion.

**And a widow.** Corresponding to justice, He said, **“Do not oppress the widow.”** Corresponding to kindness and compassion, He said, **“Let none of you devise evil against his brother,”** even **in your heart** or thoughts.

**Trans. Betzalel Avraham Feinstein, 2026:**
**And they refused to listen.** At first, they were entirely unwilling to pay attention, **and they presented a rebellious shoulder:** they turned their backs so that they would not see what the prophets were showing them. Later, when the prophets proclaimed their words in a loud voice, so that the people heard the sound even from afar, they nevertheless **made their ears too heavy to hear.**

###### Malbim on Zechariah 7:12:1
[Malbim on Zechariah 7:12:1](https://torahapp.org/share/book/Malbim%20on%20Zechariah/r/7:12:1)

**Trans. Betzalel Avraham Feinstein, 2026:**
**And their heart.** Even after the prophets had frightened them with warnings of punishment, and the punishments came and they saw them with their own eyes, they made their hearts as hard as flint so that they would not fear the threatened consequences. **From hearing the Torah.** The phrases correspond to one another: **“They refused to listen and presented a rebellious shoulder, so as not to hear the Torah,”** which warns them through reason; and **“they made their ears too heavy to hear and made their hearts like flint, so as not to hear the words that Hashem sent by His spirit through the prophets,”** who warned them of punishments and harsh rebukes. Therefore, **“there was great wrath.”**

**Trans. Betzalel Avraham Feinstein, 2026:**
**And it came to pass that, just as He called and they did not listen, so shall they call.** The construction of the verse is: **“Thus says Hashem of Hosts: They shall call, but I will not listen.”**

###### Malbim on Zechariah 7:14:1
[Malbim on Zechariah 7:14:1](https://torahapp.org/share/book/Malbim%20on%20Zechariah/r/7:14:1)

**Trans. Betzalel Avraham Feinstein, 2026:**
**And I will scatter them like a whirlwind.** This too was spoken by Hashem of Hosts: I will not listen to them, but **“I will scatter them among all the nations,”** referring to their dispersion throughout the various exiles. **“And the land was desolate behind them,”** referring to the desolation of the land. **“And they made.”** With these words he concludes the central point of the passage: Hashem had proclaimed all this while Jerusalem was still inhabited and tranquil, yet the land was destroyed because they failed to listen. How much more so now, when the land is already desolate and they still do not listen. Thus, **“they make the desirable land desolate.”** As long as they fail to heed the words of Hashem, the land’s desolation will not end. Its continued desolation is therefore attributed to them: by still refusing to heed Hashem’s words, they themselves are making it desolate.
