One who dons a new tallit should say the berekhah "shehechiyanu" after the berakhah of "lehit`atef," but for a tallit katan we do not say "shehechiyanu" because the common way is not to make it of valuable material so that he rejoice in it, but if one makes it from a valuable material that he rejoices in, he should say shehechiyanu.
