חוזר ואומר וכו' - עיין במ"ב ויש לעיין אם האדם שכח לומר ד' שפתי תפתח אם זה מיקרי חסרון בעצם התפלה כיון דקבעוהו רבנן בתפלה או לא ואין להביא ראיה מכאן דכתבו האחרונים שיאמר החזן בלחש א"כ השומעים חסר להם זה הפסוק ואפ"ה יוצאין ידי התפלה שאני הכא דלא שייך גבייהו כלל זה הפסוק דאדני שפתי תפתח וגו' כיון שאינם מתפללים בעצמן משא"כ בעלמא ויותר מסתברא דלא אמרו כתפלה אריכתא דמיא רק לענין שלא יהא הפסק בין גאולה לתפלה אבל לא כתפלה ממש עד שיצטרך לחזור בשביל זה תדע דהא אמרי' נמי לענין השכיבנו כגאולה אריכתא דמיא ואפ"ה קי"ל דברכות אין מעכבות זו את זו ואם החסיר השכיבנו יוצא בברכת אמת ואמונה [כברכות ט' ע"א] וא"כ ע"כ דלא נאמר רק לענין דלא הוי הפסק בין גאולה לתפלה וה"נ לעניננו:

He returns and says, etc. — See the Mishnah Berurah. And one should examine: if a person forgot to say "Lord, open my lips," does this constitute a deficiency in the essence of the prayer since the Rabbis established it as part of the prayer or not? One cannot bring proof from here, as the later authorities wrote that the prayer leader should say it quietly; if so, the listeners lack this verse yet they still fulfill their obligation. This case is different, for this verse of "Lord, open my lips, etc." does not apply to them at all, since they are not praying themselves; whereas in general it does apply. It is more reasonable to say that they only said it is "like a long prayer" in order that there not be an interruption between redemption and prayer, but not that it is actually prayer itself such that one would need to repeat because of it. You should know: for we also say regarding Hashkiveinu that it is "like a long redemption," yet we rule that blessings do not invalidate one another, and if one omitted Hashkiveinu, one fulfills the obligation with the blessing of Emet Ve'emunah [as in Berakhot 9a]. Therefore, it must be that this was only said so that it not constitute an interruption between redemption and prayer, and the same applies to our case.
