A single tribunal should not make etc. All this is faulty. Ever must three cities not be made seduced cities, either by one tribunal or by three, either in one place or indistant places, save only in Judah and Galil.¹

footnotes: ¹ Maimonides decides that Rabbi Johanan and Rabbi Simeon Ben Lakish differ only in cities near one another and not in cities far from one another (Sanhedrin, 16b), and thereupon rests his conclusion of the matter. C.G.

אחר כך שולחים להם שני תלמידי חכמים להזהיר אותן ולהחזירן אם חזרו ועשו תשובה מוטב. א"א טוב הדבר שתועיל להם התשובה אבל לא מצאתי תשובה מועלת אחר התראה ומעשה:

Thereafter two etc. It is well that repentance would help them, but I have not found that repentance should be of value after a warning and after the act was committed.¹
