כְּשֶׁהַצַּדִּיק צָרִיךְ לְבַקֵּשׁ מֵאֵת הַשֵּׁם יִתְבָּרַךְ, יָכוֹל לִהְיוֹת שֶׁלֹּא יְמַלְּאוּ בַּקָּשָׁתוֹ, כִּי זִמְנִין דְּשָׁמַע וְזִמְנִין דְּלָא וְכוּ' (זוהר וירא דף קה:).
When the tzaddik needs to ask something of God, it may happen that [He] does not grant his request. This is because sometimes He listens and sometimes He does not… (Zohar I, 105b).
אֲבָל יֵשׁ צַדִּיק שֶׁיָּכוֹל לִגְזֹר וְלוֹמַר: אֲנִי אוֹמֵר שֶׁיִּהְיֶה כֵּן.
However, there is a tzaddik who is able to declare: I say that it will be so!
וְזֶה בְּחִינַת (במדבר ו׳:כ״ג): כֹּה תְבָרְכוּ וְכוּ' אָמוֹר לָהֶם – הַיְנוּ שֶׁאֲנִי אוֹמֵר שֶׁיִּהְיֶה כֵּן: יְבָרֶכְךָ ה' וְיִשְׁמְרֶךָ וְכוּ', אָמֵן:
This is the aspect of “Thus shall you bless… Say to them” (Numbers 6:23). That is, I say it will be so: “God bless you and protect you!…” Amen.
