ומצוות שהזהיר את הכלל ואת היחידים – הקפיד שישגיחו הכלל ובתי דינים על היחידים (ויקרא ס' כו. אחרי ס' קכא).
The commandments that warn the general public and the individuals are precise in that the general public and courts are designated to watch over individuals.
ומצות שנאמרו אל הכלל בלשון יחיד נאמרו אל הב"ד; כמו "וספרת לך" (בהר ס' יג. אמור ס' קסג. אמור ס' קצד). וכן יבא כן בדבר הכולל כללות העם דהיינו הצבור יחד (ויקרא ס' קנד).
And the commandments that are spoken to the general public in singular are told to the court; like וספרת לך (And you shall number)⁴⁹. And moreover, it will also come in matters that include the people as a whole, meaning the whole community together.
