In all of the chapter about afflictions, whenever two conditions come, one will come as a condition and one will come as a novelty.

Leviticus 13:4 says,ואם בהרת לבנה הוא בעור בשרו ועמק אין מראה מן העור ושערה לא הפך לבן והסגיר הכהן את הנגע שבעת ימים(And if the bright spot be white in the skin of his flesh, and the appearance thereof be not deeper than the skin, and the hair thereof be not turned white, then the priest shall shut up him that has the plague seven days). The first condition is “And if the bright spot be white in the skin of his flesh”. And the second condition is “and the appearance thereof be not deeper than the skin, and the hair thereof be not turned white”. In this case, the second condition comes as a novelty and means even if the appearance thereof be not deeper than the skin, and the hair thereof be not turned white, he should be quarantined, in accordance with Rule 225⁵²⁵.
