And we find קדש קדשים (most holy)⁶²² where it means holy like all holy things, and it includes offerings of a lesser sanctity.

And the proper language is always קדשי השם (holy things of the LORD), and when it is written קדשי בני ישראל (holy things of the children of Israel), it comes to exclude idol worshippers.
