There is a difference between מגיד and אומר ומספר (tell):
המגיד מודיע דבר שלא ידע השומע ושרוצה לדעתו כי הדבר נוגע אליו

מגיד informs of a matter that is not known to the person hearing it and that he wants to know it, since the matter pertains to him.
מה שאין כן האומר יהיה גם בדבר בלתי חדש

On the contrary, אומר can also be with respect to a matter that is not news.
והמספר יהיה גם בדבר שאין תועלת להשומע בידיעתם (ויקרא סימן ש, מצורע סימן עט)
