It is also written (in II Chron. 16:9): {EVERY PLACE THE EYES OF THE LORD ARE RANGING ABOUT.} [FOR THE EYES OF THE LORD RANGE OVER THE WHOLE EARTH]. They watch the deeds of the righteous and the deeds of the wicked. THE GOOD: These are Noah and his children. AND THE EVIL: These are the generation of the flood.
