(א) כשיבא וכו' - טעם תקנת נטילה הוא משני דברים אחד מפני סרך תרומה והיינו כיון דידים עסקניות הן ונוגעים בכל דבר ובזמן שהיה נוהג טומאה וטהרה והכהנים אכלו תרומה היו צריכין ליטול ידיהם מדברי סופרים קודם אכילת תרומה כדי שלא יטמאוה בנגיעתן וכדי שיהיו רגילין הכהנים בזה גזרו ג"כ על כל איש ישראל האוכל פת שאסור לאכול עד שיטול ידיו וגם עכשיו שאין הכהנים אוכלין תרומה מפני הטומאה לא בטלה תקנה זו כדי שיהיו רגילים בני ישראל כשיבנה בהמ"ק ב"ב לאכול בטהרה ועוד טעם לתקנת נטילה משום נקיות וקדושה וסמכו בגמרא [ברכות נ"א] אקרא דוהתקדשתם והייתם קדושים [סמ"ג]:
The rabbis required us to wash netilat yadayim for two reasons. 1. To be in a good habit for terumah. When the laws of ritual purity were relevant, kohanim had to wash their hands before they ate terumah, since we're not always aware what our hands touched, and maybe they touched something impure, and then they'll make the terumah impure. We want the kohanim to stay in this habit, even though nowadays they're all impure and therefore they don't eat terumah, so that when the Beit haMikdash is rebuilt speedily in our days, they'll keep the terumah they eat pure. Those who are not kohanim must wash before they eat bread to reinforce the kohanim in this habit. 2. For cleanliness and holiness. The rabbis found a hint to this in the verse "make yourselves holy and be holy."
(ב) לאכול פת וכו' - לאפוקי על פירות וכדלקמן בס"ה. והטעם לפי שאין רוב התרומה אלא ממיני פת דכתיב ראשית דגנך ואין דרך לאכול מיני דגן אלא אחר שעושין ממנו פת לא גזרו ג"כ נטילה אלא באופן זה [לבוש]:
To eat bread etc.- as opposed to fruit. Because most truma was bread, as it says "the first of your grains," and the way to eat grain is by making it into bread, so the decree is only when it is made into bread.
(ג) שמברכין עליו המוציא וכו' - דלא תקנו אלא בדבר שקובעין סעודה עליו:
(ד) יטול ידיו - שני ידיו ובכלי ואף אם אוכל רק באחת חיישינן שיגע גם בשניה [אחרונים] וכשיטול ידיו טוב שיטול ימין תחלה כדי שהשמאל תשמש לימין:
Wash hands- two hands with a vessel, and even if you only want to eat with one hand, we are concerned you'll touch it with the other hand. When you wash your hands, it's best to wash your right first so the left serves the right.
(ה) אפילו אינו יודע וכו' - וגם אינם מלוכלכות:

Bless "al netilas yedaim"- that is, "asher kidishanu b'mitzvosav vitzivanu al netilas yedaim" and it is relevent to say "and you commanded us" even though this is rabbinic because Hashem commanded us to listen to the Rabbis, as it says "by the word of Torah that they teach you, do not deviate"
(ז) לחמניות דקות וכו' - יתבאר לקמן בסימן קס"ח ס"ו עי"ש וקמ"ל דאף דאלו מחמשת המינים הם כיון שלא קבע סעודה עליהם א"צ נטילה וכ"ש על פת העשוי משאר דברים שאינם מחמשת המינים שאינם צריכים נטילה לעולם:
(ח) ואינו קובע - אבל אם קבע סעודה עליהם צריך נטילה וברכה כמו על הפת דגם המוציא ובהמ"ז צריך על אלו אם קבע סעודה עליהם וכדלקמן בסימן קס"ח ס"ח. ושיעור קביעת סעודה ג"כ יתבאר שם בעזה"י ואם כשהתחיל לאכול לא היה בדעתו לאכול רק מעט ואח"כ נמלך לאכול עוד כשיעור קביעות צריך נט"י וברכת המוציא וכמו שיבואר שם לקמן בסעיף ו' ע"ש:
Not fixed- but, if you fix a meal on them, you would need to wash and bless like on bread "hamotzi" and bircas hamazon. The size of fixing a meal will be explained later. If you start to eat them as a snack, and afterwards you keep eating them like a fixed meal, you need to then wash and bless "hamotzi" as will be explained later.
(ט) פחות מכביצה וכו' - הטעם משום דלענין טומאה פחות מכביצה אינו מקבל טומאה מדאורייתא ולא יטמא ע"י הידים לכן יש לומר דגם על הנטילה לא גזרו או אפשר כיון דלענין בהמ"ז חשיבא אכילה דהא קי"ל דמברכין בהמ"ז על כזית חשיבא גם לענין נט"י ולא פלוג חכמים בתקנתן ולכן יטול ידיו ולא יברך דברכה אינה מעכבת הנטילה. ודע דאם היה באוכל שיעור כביצה אפילו בלא קליפתה לכו"ע צריך נטילה בברכה [דגול מרבבה וש"א]:
Less than an eggs volume etc- because regarding tumah, less than an egg doesn't acquire tumah according to the Torah and is not contaminated by hands, therefore we could say that they didn't make a decree for washing in that situation. Alternatively, since we bench after even eating just an olive's volume, it would also be relevant for washing. Therefore, you should wash your hands and not make a blessing since the lack of blessing doesn't prevent the washing from being effective. You should know that if the food is an eggs worth (even without the shell), all would agree you need to wash with a blessing.
(י) פחות מכזית וכו' - דזה לא חשיבי אכילה אף לענין בהמ"ז והנה הט"ז פסק כן לדינא דא"צ נטילה וכן הוא דעת הב"ח וכן הסכים הגר"א והברכי יוסף והביא כן בשם הרשב"ץ ודעת הלחם חמודות והמ"א וא"ר ועוד אחרונים דאף בפחות מכזית דינו כפחות מכביצה ויטול ידיו ולא יברך וע"כ לכתחלה נכון להחמיר בזה. [ודע דשיעור כזית דצריך נטילה לכו"ע הוא אף אם היה מפירורין דקין מצטרפין ואם היה כביצה שלימה מהפירורין צריך לברך על הנטילה ג"כ]. אם אכל מעט פת למתק חריפות השתיה באופן המבואר לקמן סימן רי"ב דא"צ לברך המוציא משום דהוא טפל להשתיה י"א דגם נט"י א"צ אף אם יש בו כביצה וי"א דצריך עיין א"ר ובפחות מכזית נראה שבודאי יש לסמוך שלא להצריך נטילה בזה אף לכתחלה דבלא"ה יש מקילין וכנ"ל אך בכזית או כביצה יטול ידיו ולא יברך על הנטילה מחמת ספק:
Less than an olive- Even less than an olive's volume we consider like less than an eggs volume and you should wash without a blessing. Letchatchila, you should be stringent for this...
(יא) דבר וכו' - היינו אפילו ירק ופירות ובשר ואע"ג דעל פירות לא תקנו נט"י התם הפירות עצמן לא נטמאו מהידים שהידים שניות הן ואין שני עושה שלישי בחולין משא"כ כשטבולין במשקה ובמשקה קי"ל דנגיעה בידים מטמא אותן להיות תחלה תקנו ליטול את הידים שלא יתטמאו המשקין על ידם ויפסלו אח"כ גם האוכל:
(11) Item of food, etc. – that even vegetables and fruit and meat. And even though on fruit we do not rule that it require “netilas yadayim.” In that case the fruits themselves do not become impure by contact with the hands. For hands are a sheini (second) level of impurity and a sheini cannot make chullin (nonsacred food) a shlishi (third level). *** This is not the case when (these items) are dipped in liquid. The liquid that is on the item is touched by the hands is made impure to the level of a rishon (first level). *** So, it was ruled that you should wash the hands, so that they do not make impure the liquid via the hands and then the food also becomes impure by the now tameh (impure) liquid.
(יב) שטיבולו - ואותן ששוקעין פירות או ירק במים לנקותן חשיב טיבולו במשקה ודבר שאין דרכו לטובלו או להיות עליו משקה א"צ נט"י דמלתא דלא שכיחא היא ולא גזרו בה רבנן. הטובל אצבעו במשקה ומוצץ א"צ נטילה דלא תקנו נט"י לשתיית משקין וכדלקמיה בס"ו:
That were dipped- fruits and vegetables that were dunked in water to clean them are considered dipped in [one of the 7] liquid[s]. Things that aren't usually dipped or contacted by liquids don't require hand washing since the Sages didn't decree on unusual cases. One who dips his hand in his beverage and sucks it off does not need to wash his hands first because the Sages didn't decree on beverages.
(יג) באחד משבעה משקין - אבל שאר מיני משקין הנסחטין מן הפירות אינם חשובין משקין:
(יד) דבש - דבורים ולא של תמרים או של מין אחר. כתבו הפוסקים כל המשקין שנקרשו בין ע"י בישול בין ע"י צינה עד שאין בהם טופח ע"מ להטפיח לא חשיבי משקה ודעת התוספות שאפילו חזרו ונימוחו אח"כ זולת יין או מים וה"ה חלב שנקפא כשחזרו ונימוחו חשיבי משקה. ולפ"ז מרקחת המטוגן בדבש אם הדבש שעליהן קרוש עד שאין בהם טופח ע"מ להטפיח לכו"ע מותר לאוכלן בלא נטילה ואם הדבש אינו קרוש דעת הט"ז דחשיב משקה ודעת המ"א דלא חשיב משקה כיון שעומד הדבש הזה לאכילה ולא למשקה שם אוכל עליו והח"א הכריע דיש חילוק בזה דאם קנה הדבש ועדיין הוא מעורב בשעוה והתיכו ע"מ כן כדי לטגן בו אם כן מעולם לא היה עליו שם משקה כיון שהתיכו בשביל אכילה ואין צריך נט"י אבל הקונה דבש שכבר מהותך מן העושים משקה (מעד) וידוע שהם מהתכים כדי לעשות משקה צריך נט"י אע"ג שמטגן בו אוכל. ועיין בדה"ח שכתב דאם אוכל המרקחת ע"י מזלג יש להקל דא"צ נטילה. וכל זה במרקחת המטוגן בדבש אבל המטוגן בצוקער אין צריך נטילה לכו"ע דלא הוי משקה [אחרונים]:
(טו) שמן - היינו שמן זית [ב"י] ומשמע דשאר שמנים אינם בכלל משקה:
(טז) חלב - וה"ה מי חלב או חמאה כשנימוחה ולכן הטובל בהם דבר מאכל צריך ליטול ידיו ואם היה החמאה קרושה א"צ ליטול ידיו דחמאה קרושה הוי כאוכל. והאוכל דבר המטוגן בחמאה כשהיא לחה ע"ג צריך ליטול ידיו ובח"א כתב דדוקא כשנימוח החמאה במחבת בשעת הטיגון קודם שהניח האוכל לתוכו ונעשה עליה שם משקה מקודם אבל כשנימוח אח"כ קי"ל דמשקה הבאה לתקן אוכל הוא והאוכל דבר המטוגן בשומן או במי ביצים לכו"ע לא הוי משקה [אחרונים]:
(יז) דם - כדי נסבה דהא אסור לאכול דם ודם דגים וחגבים לא מקרי משקה. ואולי דמיירי שאוכל המאכל בטבול בדם מפני רפואה ופקוח נפש:
(יח) מים - ומלח העשוי ממים הוי משקה ולכן אם אוכל צנון במלח הוי דבר שטיבולו במשקה וצריך ליטול ידיו [דה"ח]. ונראה דמיירי כשהמלח היה לחה בשעת טיבול דבסתם מלח שהוא קרוש הלא אין שם משקה עליהן וכנ"ל באות י"ד:
(יט) אין ידיו נוגעות - גזרה שמא יגע בו:
(19) Even if his hands will not touch (the wet part of the food) - A decree in case one comes to touch the wet part of the food.
(כ) בלא ברכה - כי יש מקצת הראשונים דסברי שלא הצריכו חכמים נט"י לדבר שטיבולו במשקה אלא בימיהם שהיו אוכלים בטהרה משא"כ עכשיו שכולנו טמאי מתים ולכך לא יברך ענט"י שספק ברכות להקל והנה במ"א הביא בשם הל"ח דהעולם נוהגים שלא ליטול ויש להם על מה שיסמוכו היינו על מקצת הראשונים הנ"ל אבל הרבה אחרונים החמירו מאד בדבר וכתבו דהעיקר כרוב הפוסקים דצריך נטילה מדינא אף בזה"ז ועיין בביאור הגר"א שגם דעתו כן והחמיר מאד בזה שאף צריך לברך ע"ז ולכן אף דהעולם אין נוהגין לברך עכ"פ אין להקל לאכול בלי נטילה. וצריך לזה כל דיני נטילה כמו לפת. ומ"מ בפחות מכזית נ"ל פשוט שאין להחמיר בזה כלל דאפי' בפת הרבה אחרונים מקילין וכנ"ל במ"ב:
(2) Without a Blessing- Because there are some rishonim who hold that the sages only decreed washing your hands for foods that touch the 7 liquids in the times when we kept the laws of spiritual purity. Now-a-days, since we are all contaminated from the dead, we don't make a blessing because we don't make questionable blessings. The Magein Avrahahm brings in the name of the Lechem Hamudos that people are accustomed to not wash. They have what to rely on (e.g. the rishonim we just mentioned), but many achronim are very strict and say that the law is like the majority of rishonim who require washing even now-a-days. See the Bior HaGra who is very strict to even require a blessing on this. Therefore, even though we don't say a blessing, you shouldn't be so lenient as to eat without washing. This washing requires all the laws of washing like bread. However, less than an olive's volume, it is clear that you needn't wash at all on since even with bread many achronim are lenient on this.
(כא) אפ"ה יטול וכו' - דחיישינן שמא יטבלנו כולו:
(כב) ה"ז מגסי הרוח - שמראה בעצמו שהוא מדקדק במצות במה שא"צ דמדינא לא תקנו כלל נט"י לפירות וכמש"כ בסק"ב עיי"ש. ודע דמה דאסור בתורת חיוב הוא אפי' אם לא יברך על נטילה זו כיון שנוטלן משום מצות נטילה:
is a fool- Since he makes it seem to himself as if he is very careful in mitzvos regarding something that is unnecessary since it was never decreed that one wash for fruit [that weren't dipped in the 7 liquids]. You shouldn't even wash without a blessing if you have in mind that it is a mitzvah.
(כג) שלא היו ידיו נקיות - עיין באחרונים שהסכימו דאפילו אם אינו יודע להם שום לכלוך וטומאה רק שרוצה להחמיר ע"ע ליטול ידים משום כבוד הברכה ג"כ מותר והא דנקט הרמ"א ולא היו ידיו נקיות לאשמועינן דאפילו באופן זה דבודאי צריך מדינא לרחוץ ידיו משום הברכה מ"מ אין ליטלן דרך חיוב נטילה כדין רק דרך רחיצה בעלמא:
(כד) יש מי שנראה וכו' - כתבו האחרונים דכו"ע מודים בזה דמוהל היוצא מן הבשר לא חשיב משקה אך אם משקה טופח ממים שעליו שהודח קודם הצליה פשיטא דנקרא משקה אלא שאין דרך צלי להיות טופח מהמים שמתייבש בעת הצליה ודעת הגר"א דאם הודח במים קודם הצליה אז גם על המוהל היוצא מהבשר יש שם משקה:
(כה) והם נגובים - ר"ל שנתנגבו מרוטב שעליהם דאלו הם טופחים מהרוטב הם בכלל דבר שטיבולו במשקה וצריך נט"י:
(כו) דינו כפירות - והאחרונים הסכימו דמיני תבשיל כיון שאין דרך ליגע בו ביד אלא לאכול בכף א"צ נט"י ואפילו אם נוגע בו בדרך מקרה בתוך הכף ג"כ א"צ נטילה וכן נוהגין אבל מה שדרך ליגע בו בידיו אע"פ שאוכל בכלי לא מהני. פירות המבושלים במים יש דעות בין האחרונים אם צריכים נט"י וע"כ נכון להחמיר לאוכלן ע"י כף אם יש משקה טופח עליהן ובכבושים [כגון אוגערקעס וכה"ג] בודאי נכון להחמיר ליטול ידים אם לא שנתנגבו ממים שעליהן. כתב בדה"ח האוכל לעק"ך למתק השתיה וטובל הלעק"ך ביי"ש לא הוי דבר שטיבולו במשקה משום דזיעה הוא מהתבואה והוי מי פירות ואף אם הי"ש מזוג הוא במים מ"מ מועט הוא וא"צ נטילה עכ"ל משמע מזה דאם המים הוא רוב [לפי הגראדי"ן] הוי בכלל משקה. ואם הלעק"ך הוא פחות מכזית נראה דיש להקל וכמש"כ לעיל במ"ב ס"ק י':
Law like fruit- The achronim agree that cooked dishes that you don't usually touch, rather you eat them with a spoon, don't require washing, even if you sometimes happen to touch them in the spoon. And that is the custom. However, things that you eat with your hands out of a vessel, you still have to wash for. Fruit that are cooked in water: there is a debate if they require hand washing, so you should eat them with a spoon if there is moisture still on them. Cooked vegetables [like cucumbers], you should certainly be strict to wash if they are not dried first. The Derech HaChaim writes that sweet cherries that you put in cocktails doesn't require hand washing because the liquor is "sweat of the grain" which is like fruit juice. Even if the liquor is mixed with water, the water is just a minority so you still don't need to wash. According to his words, if water is the majority, [like with grenadine] you would need to wash. If the cherry is less than an olive's volume though, you can be lenient as we mentioned above.
(כז) השותה וכו' - דלא עביד דנגע בידו במשקין שבתוך הכלי לכן לא תקנו נטילה לזה ולכן אף אם אירע שנטל המשקין בידו כגון ששאב בידיו מן הנהר ושתה ג"כ א"צ נטילה דלא תקנו נטילה לשתיה [מ"א]:
drinking- Because you won't transgress touching it with your hand since beverages are in vessels. Therefore, there was no decree to wash on beverages. Therefore, even if you happen to touch a beverage, for example it spills from your kid onto your hand and you drink it, you don't need to wash your hands for this because there is no decree on beverages.
(כח) יש מי וכו' - היינו לדעת מקצת הפוסקים שזכרתי לעיל באות כ' שס"ל דאין חיוב נטילה לטיבולו במשקה בזמן הזה ולכן אינו יוצא בנטילה זו לאכילת פת דלא נטל לשם נטילה המחוייבת:
(כט) שלא לאכול - כגון שהיו ידיו מלוכלכות ונטלן ולא היה בדעתו לאכול אז ונמלך לאכול ולא הסיח דעתו בינתיים בזה כ"ש דאין נטילה ראשונה עולה לו דלא היתה לשם קדושה כלל:
that he not eat- for instance, his hands were dirty so he washed his hands [for cleanliness] and didn't plan to eat then, but then later he decided to eat and he hadn't lost track of his hands in the interim: all the more so the first washing doesn't help because it wasn't for spiritual cleansing at all.
(ל) ואם וכו' - קאי על כל הסעיף:
(לא) לא הסיח דעתו - דאם הסיח דעתו משמירתן לכו"ע צריך ליטול שנית ובברכה דאז אין נטילה ראשונה עולה לו כלל:
He didn't take his mind off- if he did take his mind off of the washing, everyone agrees that he will need a second washing with a blessing and the first blessing didn't work at all.
(לב) בלא ברכה - דכמה פוסקים ס"ל דבנט"י לחולין אף אם לא כוון לשם נטילה יצא אם לא הסיח דעתו מעת שנטל ידיו ומבואר דבריהם בב"י סימן קנ"ט ובשו"ע שם סי"ג ע"ש וא"כ יטול בלא ברכה שמא יצא בנטילה הראשונה ועל נטילה ראשונה לא שייך לברך אף דנמלך לאכול סמוך ממש להנטילה כיון שלא היתה לשם נטילה [אחרונים]:
without a blessing- many poskim hold that washing for normal food works even without intending to wash for food as long as you didn't loose focus on your hands from the time of washing. Therefore, you can wash without a blessing because perhaps he fulfilled his obligation with the first washing and he shouldn't bless even if he is going to wash just before the eating with the proper intent.
(לג) אם נגע וכו' - היינו אף בדבר שטיבולו במשקה [מטה יהודה וכ"מ בביאור הגר"א עי"ש]:
(לד) במדבר - הוא ג"כ הטעם מפני הסכנה אם ילך ויחפש אחר מים ונקט מדבר בפני עצמו לאשמועינן דסתם מדבר לעולם מקום סכנה הוא:
(34) Bamidbar-In the desert- And this is also the reason that because it will be dangerous if he goes to search for water, (and he takes for granted that a desert is a dangerous place.)
(לה) ואין לו מים - ואף כשיודע שאם יחזר אחריהם מיל ישיג שם מים ג"כ אין מחוייב:

(לו) פטור מנט"י - מ"מ במפה צריך לכרוך ידיו כדלקמן סימן קס"ג:

the amount of a reviis- that is one reviis [total] for two hands. But later, I mention the words of the achronim that write that you shouldn't use less than a reviis for each hand, because if you use less you have to be careful about many things that we aren't experts in now.
(לח) מלא חפני טיבותא - מ"מ לכתחלה טוב יותר שלא יעשה בשביל זה דהוא ע"מ לקבל פרס אלא יעשה הכל לכבוד הש"י והשכר ממילא יבוא. ומי שזהיר בזה ואינו מתעשר הוא מפני שמעשיו מעכבין [אחרונים]:
(38) Full hand of good- In any case, ideally it is better to not do it for this reason because then you are doing for the sake of reward. Rather, you should do it to honor Hashem and the reward will come to you anyways. Someone who is careful with this and doesn't become rich, it is because his other deeds are hindering him.
(לט) עובר לעשייתן - קודם וסמוך להעשייה [מרש"י]:
(39) before the action- immediately before the action.
(מ) דפעמים שאין ידיו נקיות - כגון שיצא מבהכ"ס או שנגע במקומות המכוסות בגופו שאינו ראוי לברך קודם שנטל ידיו ומפני זה נהגו בכל הנטילות לברך אחר הנטילה:
(40) Sometimes the hands are not clean - For instance, when coming from the bathroom or touching covered parts of the body, that it is not appropriate to recite a bracha before washing hands. And because of this we have the custom that by all handwashing to recite after the washing.
(מא) מים שניים - הב"י הביא זאת בשם רבינו ירוחם שכתב שכן נהגו רבותיו ובשב"ל הביא בשם רבינו מאיר ז"ל שנהג לברך אחר הנטילה וקודם הניגוב וכדלקמיה וכן נהגו העולם:
(41) second water- The Beis Yosef brings this in the name of Rabeinu Yerucham who writes that this was the custom of his rabbis. The Shibolei Haleket brings in the name of Rabeinu Meir that the custom is to bless after the washing and before the drying, and that is how people are accustomed.
(מב) שגם הניגוב וכו' - הוא טעם אחר לאיחור הברכה דגם אחר הנטילה חשיב עוד עובר לעשייתן דגמר הנטילה הוא הניגוב וכדלקמיה בסי"ב:
(מג) ומקרי עובר לעשייתן - ואף בשופך רביעית בב"א דלדעת המחבר א"צ ניגוב כלל כדלקמיה מ"מ לא פלוג [מ"א וש"א]:
(מד) מברך אח"כ - והיינו לפי טעם הראשון שכתב המחבר דלא דמי לשאר ברכות שעל מצוה דקי"ל שאם לא בירך מתחלה שוב אינו מברך אח"כ דהואיל ואדחי אדחי דשאני הכא שלא היה ראוי לברך מקודם משום שפעמים שאין ידיו נקיות ולכן אף אם כבר נגב ידיו יוכל לברך עוד אבל אם כבר בירך המוציא כתבו הפוסקים דשוב אינו מברך על נט"י. והנה הט"ז מחמיר אף לאחר הניגוב ששוב לא יברך ואף דלמעשה אין לנהוג כן דרבו האחרונים שמסכימים עם הרמ"א מ"מ לכתחלה יש ליזהר בזה מאד וע"כ יש ליזהר במה שנוהגין איזה אנשים שאומרים שאו ידיכם וממשיכין הדבר מלומר ענט"י עד לאחר הניגוב שלא כדין עושין כן:
(44) Recite the bracha afterwards - The main reason for reciting the blessing afterwards is because the hands are dirty. And therefore, even if you have already completely dried your hands, you are still able to recite the blessing...
(מה) לחם טמא - כתב הב"י דהיינו משום דמים הראשונים ששופך על ידיו טמאים הם שנטמאו מחמת ידיו כדלקמן בסימן קס"ב ואף דשופך מים שניים לטהר המים כדאיתא שם מ"מ לכתחלה צריך להעביר את הראשונים לגמרי ע"י ניגוב ורש"ל כתב דעיקר הניגוב הוא משום נקיות דכשידיו לחים ממי הניגוב יש בו משום מיאוס וכ"מ ברש"י סוטה דף ד'. כתב המ"א בשם התשב"ץ לא ינגב ידיו בחלוקו שקשה לשכחה ועיין בפמ"ג שמסתפק אם דוקא חלוקו או כל בגדיו במשמע:
(45) contaminated bread- The Beis Yosef writes that this is because the first water poured is tumeh from your hands. Even though the second pouring of water is to purify that, letchatchila you still need to remove the first water entirely by drying. The Rashal writes that the main drying is for cleanliness that the water left on your hands is a bit gross. Rashi also infers that. The Magein Avraham writes in the name of the Tashbitz that you shouldn't dry your hands with your shirt because it causes forgetfulness. The Pri Megadim is unsure if this is just your shirt or all clothing.
(מו) בלא ניגוב וכו' - כן איתא בתוספתא וכתב הב"י דהטעם הוא משום דבמטביל אין כאן מים טמאים כלל ולכן אין צריך ניגוב ולמד מזה דה"ה בשופך רביעית בבת אחת על שתי ידיו או על כל יד ויד בפני עצמו דקי"ל נמי דהמים טהורים הם [כדלקמן בסי' קס"ב] אין צריך ניגוב. ורש"ל חולק על זה דס"ל דעיקר הניגוב שתקנו הוא משום מיאוס וכנ"ל וא"כ מה לי רביעית בבת אחת או לא ורק במטביל אין צריכין ניגוב דטבילת הידים הוא כעין טהרה דאורייתא של טבילת הגוף ושם בודאי אין צריך ניגוב ולכן גם בטבילת ידים לא תקנו בו ניגוב וכדבריו כתב גם הב"ח בסימן קס"ה וכן הסכימו שאר אחרונים. ואף במטביל דא"צ ניגוב מן הדין כתב המ"א דמי שדעתו קצה עליו יש בו משום מיאוס וצריך ניגוב:
(46) without drying- So it is brought in the Tosefta. The Beis Yosef writes that the reason is that when you dunk your hands in a mikvah, there is no impure water at all so you don't need to dry it off. We can learn from this that if you pour a full reviis on to both hands or onto each hand (since we hold that water is pure) you would not need to wash your hands. But the Rashal disagrees because he holds the main drying is for cleanliness, so it's irrelevant how much you pour. Dunking in a mikvah is exempt from drying because it is similar to the Torah level bodily purification that doesn't require drying, so the Sages didn't decree drying for that. The Bach and other achronim agree with him. The Magein Avraham writes that someone who is bothered that their hands are still dirty after dunking them in a mikvah would need to dry them.
