That is that He commanded us that when our soldiers go out to war, we prepare them a path outside of the camps, such that the people go out and a man not do his needs everywhere and between the dwellings, like the [other] nations do. And that is His, may He be exalted, saying, "And there shall be a yad for you" (Deuteronomy 23:13). And the language of the Sifrei (Sifrei Devarim 257:1) is, "A yad is nothing other than a place."
