Laws of the blessing over an eruv. When does one recite the blessing? At the time he collects it from the alleyway residents or at the time he transfers ownership to them. Rema: If they collected it for the purpose of the eruv and forgot and did not recite the blessing over it, it is a valid eruv since the blessing does not invalidate it.
