S'il a pratiqué la circoncision mais n'a pas enlevé le prépuce interne (l'enveloppe), c'est comme s'il n'avait pas fait la circoncision.

Il existe des excroissances qui empêchent la validité de la circoncision et d'autres qui ne l'empêchent pas. Comment cela? Si une portion de peau reste qui couvre la majorité de la couronne du gland, même si elle ne recouvre qu'une seule partie, cela empêche la circoncision, et c'est comme si la circoncision n'avait pas eu lieu. Mais si seule une petite portion de peau reste et qu'elle ne couvre pas la majorité de la couronne, cela n'empêche pas la circoncision.
