ואשרכתבת להוכיח ולהשיב רבים מעון מזוזה שאין מקיימין אותה וכמדומים הם בעיניהם שאין חייבים אלא מי שיש לו בית למדתנו כל מצוה שמתן שכרה בצידה אין בית דין של מטה מוזהרין עליה. והא נמי מתן שכרה בצידה כדכתי' למען ירבו וגומר. ועל מה שהם אומרים השוכר פטור ממזוזה שגו בראה ואפילו בלא שכירות. אלא הדר בחנם בבית חייב דמזוזה חובת הדר היא ונהי נמי דמדאורייתא לא מיחייב. אלא דכתיב ביתך ולא של אחרים. דתרי ביתך כתיבי חד דרך ביאתך. וחד למעוטי של אחרים כדמשמע בפרק ר' אליעזר דמילה (דף לא) ושוין שאם ציין טליתו ועשה מזוזה לפתחו שהוא חייב. מפרש טעמא הואיל ובידו להפקירן. אלמא כשאינו שלו פטור ממזוזה. דלא קרינן ביתך. מ"מ מדרבנן מל' יום ואילך חייב שוכר בחוצה לארץ דמיחזי כשלו ובארץ ישראל לאלתר משום ישוב ארץ ישראל. וה"ה אפילו דר בו בחנם: והילך לשון ר"ת:

You write that I should exhort the people to fasten mezuzot to their doors in order that I thus turn many away from iniquity. A human court is not enjoined to enforce compliance with a commandment the reward for which is explicitly stated in the Torah. However, those who say that a tenant is not enjoined to fasten a mezuzah to his door, are undoubtedly in error, for, to fasten a mezuzah to the door is the tenant's duty (Pes. 4a), whether he pays rent or not. Moreover, if people knew the advantages of having a mezuzah on the door, they would not transgress this commandment; for I am convinced that no demon can harm a house properly provided with mezuzot. Thus, in our house we have close to twenty-four mezuzot: I fastened a mezuzah to the house of study, the winter house, the door of the house proper, the gate of the courtyard that opens into the street, the door of the house that opens into the courtyard, the cool upper chamber where I eat in the summer, and the room of every student. שאלהעל אחד הדר בעלייתו בלא שכר. אם חייב במזוזה. האמת שהוא חייב. שהרי לא אמר רב משרשיא מזוזה חובת השוכר אלא מזוזה חובת הדר היא לא שנא בחנם ולא שנא בשכר. ועוד שהרי בית מונבז המלך היו תולין בפונדקותיהן. ופשיטא שהמלך פורץ לעשות לו דרך ובחנם היו דרים. ואם דר בחנם פטור למה להן. הא אפילו בקביעות לא היו חייבין. אלא ודאי כל הדר חייב. לא שנא בחנם לא שנא בשכר. דבביאה תליא מלתא ובדירה העשויה לכבוד. כדאמרי' ביומא (פ"ק דף יא):

ומהשכתבת שלא נהגו כך ושמא לבך נוקפך לומר שמנהג עוקר ההלכה. אין עשר שנים שבכל מלכותינו לא היתה מזוזות. וזה אינו מנהג שאפילו מנהג של חומרא והוא טעות אתה רשאי להקל לבר מכותאי ובני מדינה דסרכי מלתא. וכל שכן מנהג של קולא שאתה רשאי להחמיר אם טעו בקולא. עד כאן לשון רבינו תם: ואילו היו יודעים כמה המזוזה טובה היא להם. שמא לא היו עוברים עליה. מובטחים שכל בית שמתוקן במזוזה כהלכתא אין שום מזיק יכול לשלוט בו. ובבית שלנו סבורני שיש קרוב לכ"ד מזוזות. עשיתי מזוזה לבית המדרש ואף לבית החורף שלי. ולפתח הבית ולשער החצר הפתוח לרשות הרבים. ולפתח הבית הפתוח לחצר. ולעליית המקורה שאני אוכל בקיץ. ולכל חדר וחדר של כל בחור ובחור. מאי"ר בר ברוך:

"Further, in response to what you wrote, that they do not abide by this custom, such that you may be tempted to say that [this is a case where] custom displaces the Law: There has never been a decade in which no one in these lands had a mezuzah [in such a circumstance], and thus this is not an [inviolable] custom. It is permitted to be lenient when a precedent of strictness has been set in error, except with regard to Samaritans, who are wont to take advantage; a fortiori it is permitted to be strict when a precedent of leniency has been set in error." So wrote Rabbenu Tam.
