A person is not permitted to lend charity-funds on interest, and it makes no difference whether or not the recipients of the funds are designated by name or the amounts they are to receive, determined (cf. B. K. 93a end). The poor are included in the term "thy brother" used in the law which prohibits the charging of interest. I lend out the charity funds in my possession for investment purposes only, to share equally in the profits and the losses; but I do not lend these funds on interest. R. Meir adds: What you claim to have heard in my name that when a person gives a certain sum to charity he may consecrate it and be permitted to lend it on interest, then redeem it against a penny and throw the penny into the river, is untrue.
