Rome is called "Rome the liable" because the verse in Malachi 1:4 refers to it as "the boundary of wickedness," and "wickedness" translates as "liability." This is corroborated by the Maseh Merkavah, which recounts a great destruction decreed upon Rome in connection with the martyrdom of Rabbi Chanina ben Tradyon.

This means that God asked them what merits they had accumulated throughout their generations.

God could have simply said they built marketplaces for trade, but He chose to highlight their baseness, implying they even facilitated prostitution.

And the Bear is Liable One might consider Babylonia, symbolized by a lion, more important. However, a bear is considered more aggressive and cunning. This is illustrated in Berachos 13a, where a bear encounter overshadows a previous lion story. Alternatively, Rabbi Yitzchak explains that Babylonia's lion-like status was only during its global dominance. Now insignificant, Persia remains second to Rome and will maintain its standing until shortly before the Messianic age.

Many Bridges While Rome also constructed bridges (Shabbos 33b), Persia was far more renowned for its bridge-building prowess.

And We Build When asked about their deeds, the Persians failed to mention their assistance in building the Temple. This is because that merit applied only to that generation, whereas God's question concerned the merits of all their generations.

What's the Difference? This question pertains specifically to Babylonia and Greece, the major powers that oppressed Israel, not the other nations.

Draws Persia's eventual fall to Rome (Sanhedrin 98b) will occur shortly before the Messianic age, when Rome will briefly hold global dominion.

What? Paran is located in Ishmaelite territory (Genesis 21). Our Gemara connects it to Habakkuk 3:3 ("The Holy One from Mount Paran"). The Gemara doesn't say "Teiman" because it's in Seir (Obadiah 1:19). But why cite Habakkuk when "Paran" is also mentioned in "V'zos Habracha"? Perhaps because "V'zos Habracha" is interpreted as in Bava Kamma 38a, where Paran refers to Mount Sinai, one of its five names (Shabbos 89a). Rabbi Elazar argues that the reading "What did He want in Seir, what did He want in Teiman?" is perfectly acceptable. "Teiman" isn't a nation's name but rather means "south," like in Song of Songs. The Sifri on "V'zos Habracha" explains that God revealed Himself from all four directions ("God comes from Teiman"—Habakkuk 3:3). This necessitates the Gemara's citation of Habakkuk.
