אין חיוב ציצית אלא בטלית שרוצה ללבוש אבל מה שאינו רוצה ללבוש פטור הילכך אין לברך בעשייתו אשר קדשנו במצותיו וצונו לעשות ציצית שאין בעשייתו מצוה אלא בלבישתו:

- The obligation of tzitzit is only for a tallit which he desires to wear, but what he does not wish to wear is exempt. Therefore, he does not recite a blessing over its making ‘who sanctified us with his mitzvot and commanded us to make tzitzit,’ for the only mitzvah for its making is that of its wearing.
