וגם שהציוי בתכונת הנפעל מורה שלא יפטר ממנה בשום אופן; כי כשמצוה אל הפועל יפטר לפעמים אם יש לו איזה אונס או ענין הפוטר אותו. לא כן כשמצוה שיֵעָשֶה הדבר, לא יביט על הפועל ועניניו.
And also, imperatives in passive voice teach that one is under no circumstances exempt; when commanding the subject in active voice, he will sometimes be exempt if he has no control over the situation or if he is in a situation that makes him exempt. This is not true when something is commanded to be done and it does not focus on the subject and its context.
כמו שדרשו: תיעשה – אף בשבת ובטומאה. ישלם – מדעתו, ישולם – בעל כורחו. וכדומה. (ויקרא קלט)
As they interpret – תיעשה (shall be made) – even on Sabbath and when unclean. ישלם(he will pay) - knowingly, ישולם (it will be paid) - against his will, etc.
