כל מקום שאומר "אהרן ובניו", והוא מצוה נהוגה לדורות, רצונו לומר הכהן גדול העומד במקום אהרן והכהן הדיוט שעומדים במקום בניו. (צו ס' לט, ויקרא ס' קיב, תזריע ס' מג). אם לא במצוה שהיתה רק במדבר ונצטוה אהרן לבד. (ויקרא ס' קיב)

Any place where it says אהרן ובניו (Aaron and his children), and it is a commandment which applies for all generations - it means the high priest, who stands in place of Aaron, and the regular priests, who stand in place of his sons, unless it is a commandment that was given in the desert to Aaron alone.
