There is a difference between עדה (congregation) and עדת ישראל (congregation of Israel): עדת ישראל means only the great Sanhedrin. And the noun עדה alone also includes a lesser Sanhedrin.

The Jewish Supreme Court, called the “great Sanhedrin”, consisted of 71 judges. Each lower court, called a “lesser Sanhedrin”, consisted of 23 judges.
