ולכן כשאמר "דבר ואמרת" יציין במלת 'דבר' שעסק עמו בעסק הדיבור סתם, ובמלת 'ואמרת' מציין מה שיאמר לו בפרטות, ר"ל כזה וכזה תאמר. (ויקרא סימן ג, וסימן ט. אחרי סימן ב, וסימן ד', וסימן ט, וסימן קלח)
And thus, when it says דבר ואמרת, it indicates with the wordדבר that it is dealing with ordinary speech, and with the word ואמרת it indicates what he will say to him in details.
