יש הבדל בין מעל ובין בגד. 'הבגידה' היא אשר ישקר בחברו בנסתר 'והמעילה' הוא השיקור והשינוי המפורסמת. וקרוב עם שתופס מעיל ובגד שהבגד מתכסה בו מלמטה והמעיל עוטף בו מלמעלה. (ויקרא סימן שמו)

There is a difference between מעל and בגד (fraud): בגד is when one lies to his friend in private, while מעל is when one lies in public. And they are analogous with the words מעיל (coat) and בגד (garment), as a בגד is worn on the inside while a מעיל is worn on the outside.
