Any place where it says רחץ במים (bathe in water), it means in the water of a ritual bath.
וכשאומר "ירחצו מים" (בלא ב') – היא מי כיור (צו ס' קסט). לבד מה שכתוב בפר' אחרי "ורחץ במים" מרמז על מי כיור מטעם שהתבאר שם (אחרי סימן ס).

And when it says ירחצו מים (without the prefix letter ב) – it means the water of a sink, except when it is written ורחץ במים (And he shall bathe his flesh in water)⁶⁸⁴, in which case it alludes to the water of a sink, for a reason that is clarified there.
