שם "דל" מורה על המעטת איזה דבר ממה שהיה; בגוף או בממון או בכבוד וכדומה. ויצויר שיהיה דל בערך מה שהיה עשיר גדול מקודם, הגם שאינו דל באמת. וכשהוסיף "ואין ידו משגת" הוא לגמרי. ויצויר שאין ידו משגת מסבה אחרת. לכן אמר "דל ואין ידו משגת".(מצורע ס' סג)

The noun דל (poor) teaches about the reduction of a certain matter from that which it was, in either body, money, or honor, etc. And it is depicted in Sifra as someone becoming poor relative to when he was previously very wealthy, although he is not really poor. And when it adds ואין ידו משגת (and his means suffice not)⁷¹⁵, it means completely poor. And it is depicted in Sifra that ואין ידו משגת for another reason; thus, it says דל ואין ידו משגת (he be poor, and his means suffice not)⁷¹⁶.

According to Sifra, when it says ואין ידו משגת, it could mean that he has the means, but they are not readily available. Thus, it adds the wordדלso that it means he is completely poor. And according to Sifra, when it saysדל*, it could mean that he is not really poor, just poorer than he once was. Thus, it adds the words ואין ידו משגת so that it means he is completely poor. Hence, bothדל andואין ידו משגתare needed as conditions in Leviticus 14:21⁷¹⁷.*
