ויש פלוגתא אם בעינן "על" בסמוך או לא (ויקרא ס' סז, אמור ס' רכח)
And there is a disagreement as to whether על (upon) can mean nearby or not.
ולפעמים באר שהוא ממש על ידי שכפל מלת "עליו" (ויקרא סימן שמא) או על ידי שבא מלת זו בטעם. כי ברוב נסמך במקף (ויקרא ס' כט. מצורע ס' כו).
And sometimes it clarifies that it means literally through repeating the word עליו or through this word coming with a cantillation note, since most of the time it comes with a hyphen.
