יש הבדל בין שימוש הלמ"ד ובין שימוש מלת "על". שלמ"ד מורה החלוקה, ומלת "על" מורה הצירוף. "עגלה על שני הנשיאים ושור לאחד". (ויקרא ס' שצא. תזריע סימן כג. מצורע ס' מא)
There is a difference between the prefix ל and the the word על: The ל teaches division, while the word על teaches combination. עגלה על שני הנשיאים ושור לאחד (a wagon for every two of the princes and for each one an ox)⁷⁷⁹.
Numbers 7:3 says,ויביאו את קרבנם לפני יהוה שש עגלת צב ושני עשר בקר עגלה על שני הנשאים ושור לאחד ויקריבו אותם לפני המשכן(And they brought their offering before the LORD, six covered wagons, and twelve oxen: a wagon for every two of the princes, and for each one an ox; and they presented them before the tabernacle). The word על teaches that every two of the princes share a wagon (combination), while the prefix ל teaches that each prince gets one ox (division).
