It is like the precious ointment upon the head, running down upon the beard, the beard of Aharon: running down over the hem of his garments:

The Rashi Ketuvim by Rabbi Shraga Silverstein

As the goodly [anointing] oil upon the head [of Aaron (conferring grandeur)], descending upon the beard, the beard of Aaron, descending [thence] upon his vestments

כְּטַל־חֶרְמ֗וֹן שֶׁיֹּרֵד֮ עַל־הַרְרֵ֢י צִ֫יּ֥וֹן כִּ֤י שָׁ֨ם**׀** צִוָּ֣ה יְ֭הֹוָה אֶת־הַבְּרָכָ֑ה חַ֝יִּ֗ים עַד־הָעוֹלָֽם׃{פ}

like the dew of Ḥermon descending upon the mountains of Żiyyon: for there the Lord has commanded the blessing, even life for evermore.

The Rashi Ketuvim by Rabbi Shraga Silverstein

is the dew of Chermon descending upon the hills of Zion; for there [(in Zion)] did the L rd command blessing, life forevermore.
