ועמכם בדבר משפט. פי': ועמכם יהי השם בדבר משפט, כלומ' שתיראו ממנו כאלו הוא עמכם בדבר משפט. או פרושו: יהיה עמכם ויעזר אתכם בדבר משפט אם תיראו ממנו:
And with you in judicial matters. This means: and may God be with you in judicial matters; that is, you should fear Him to the point where it is as though He is with you in judicial matters. Alternatively, it means: He will be with you to help you in judicial matters as long as you fear Him.
וישבו ירושלם. אותם שמנו השופטים בכל עיר במצותו:
Then they returned to Jerusalem. [This refers to] those who appointed the judges in all the cities, following [Jehoshaphat’s] command.
