הופיע - גילה ממונן והתירו:
He appeared - he revealed their money and granted it.
והגלה אותם - כגון כפתורים היוצאים מכפתור (דברים ב׳:י״ג) וכגון ובשעיר ישבו החורים וגו' (דברים ב׳:י״ב) וכן אומות הרבה:
And exiled them - such as, "the Caphtorim, who came from Crete" [Deuteronomy 2:23] and such as "Seir was formerly inhabited by the Horites, etc." [Deuteronomy 2:12], and many other nations as well.
לומר שאפי' מקיימין אותן כו' - שהרי אינם מצווים אבל מעונשין לא פטרן:
To say that even if they fulfill them, etc. - because they are not commanded; but they are not exempted from punishments.
למדונו תורתכם:
Teach us your Torah.
חוץ מדבר זה - והם לא גילו להם טעמו של דבר שיהא ממונו של כנעני בחזקת הפקר מפני הסכנה:

דגידופא הוא - כלפי מעלה:
