Sihon. Scripture now describes Sihon’s territory separately, as stated in Numbers 21:24 and Deuteronomy 2:36.
And the territory of Og. Scripture describes Og’s territory separately.
Moses, servant of Hashem. That is, he did this at Hashem’s command, even though this territory was not part of the Land of Israel and they were commanded not to conquer lands outside it before conquering the Land of Israel, as stated in the Sifrei at the end of Eikev. Likewise, his giving it to the Reubenites was done as a servant of Hashem and at His command.
And these. Scripture now details Joshua’s conquests.
Whom he defeated. For Scripture does not enumerate the entire land here, but only the portion that Joshua conquered during his lifetime; much land still remained to be possessed, as stated in the following chapter.
The king of Jericho, one. Among the kings enumerated here were many whose lands Joshua did not conquer during his lifetime, although the kings themselves were killed by Joshua in battle. These were the king of Jerusalem (Judges 1:21), the king of Gezer (below, 16:10; Judges 1:29); Bethel was not conquered during his lifetime (Judges 1:22), nor was Aphek (ibid., 31), or Taanach, Megiddo, and Dor (ibid., 27). Some of the kings enumerated here are explicitly mentioned in the book: the kings of Jericho and Ai (chapter 8); Jerusalem, Hebron, Jarmuth, Lachish, Debir, Eglon, Gezer, Libnah, and Makkedah—all of whom he defeated in a single campaign (chapter 10); and the kings of Hazor, Madon, Shimron, and Achshaph (chapter 11). The king of Bethel, although his death is not explicitly recorded, was undoubtedly killed when he went to aid Ai. Thus, we have found seventeen kings; the remaining fourteen are included in the statement (11:12), “Joshua captured all their kings and struck them down.”
