דרך הכתוב להזכיר תחילה את הדין ואחר כך את הטעם.
It is the way of the Scripture to mention the law first and afterwards the reason:
כמו שבכל דיני קדשים יאמר תמיד את הטעם לבסוף: עולה היא, מנחה היא, חטאת היא, ק"ק היא.
As with all of the laws of sacrifices, it always says the reason at the end: עולה היא, מנחה היא, חטאת היא, ק"ק היא.
וכן בדיני הצרעת יזכיר תמיד את הדין תחילה ואחר כך את הטעם: וטהרו הכהן מספחת היא, וטמאו הכהן נגע צרעת היא.
And moreover with the laws of leprosy, it always mentions the law first and afterwards the reason: וטהרו הכהן מספחת היא, וטמאו הכהן נגע צרעת היא (then the priest shall pronounce him clean: it is a scab…then the priest shall pronounce him unclean: it is the plague of leprosy)⁴⁶⁵.

And in a place where there is an exception to the rule and the reason precedes the law, the sages of blessed memory will give a homiletical interpretation. Usually they will explain that it is not a reason, only a condition.
